المدينة والريف.. من علي الوردي الى فيسبوك

مرّ المجتمع العراقي بثلاث مراحل اجتماعية متمايزة بحسب عالم الاجتماع الدكتور علي الوردي، وهي البداوة والريف والمدينة، لكل منها صفات مميزة، ولا يزال المجتمع العراقي يعيش هذه المراحل الثلاث في الوقت ذاته، فبمجرد خروجك من الموصل الى منطقة الجزيرة ستكون قد إجتزت المدينة ماراً بالريف وصولاً الى البدو الرُحل أو المستوطنين حديثاً (ستينيات القرن العشرين) في منطقة الجزيرة.

لكل بيئة من هذه قيم وأخلاق وعادات وتقاليد تحدد هوية الفرد والمجتمع، قد تتشابه احياناً، وقد تتنافر في أحيان كثيرة، وقد طبع هذا التنافر شكل العلاقة بين أفرادها في المجتمع العراقي في القرن العشرين.
حتى في الحرب العالمية الثانية كانت كل من هذه البيئات تعيش في عالمها الخاص، وتحتك بشكل متقطع مع الاخرى لأسباب تجارية أو دينية وغيرها، وكان انتقال الأفراد من بيئة الى أخرى يحتم عليهم الانصهار والتماهي مع الوضع الجديد بسبب سطوة العادات والتقاليد، ونجد ذلك واضحاً في سلوك العائلات التي انتقلت الى المدن نهاية العهد العثماني، فقد كانت المدنية مترسخة في المدن الكبرى مثل البصرة وبغداد والموصل، والمدن الدينية مثل النجف وكربلاء والكاظمية، وفي طور الترسخ في المدن الأصغر التي أصبحت فيما بعد مراكز محافظات.

وفيما كان سكان الريف يشكلوم ( ٦٦٪ حسب إحصاء ١٩٤٧) ويستوطنون في القرى الزراعية على ضفاف الأنهار وفي السهل الرسوبي الخصب، كانت البداوة لا تزال تعيش آخر أيامها متنقلة في مناطق الرعي في غرب وشمال غرب العراق.
ترييف المدن
وساهم الازدهار الاقتصادي والعمراني الذي أحدثته الوفرة المالية وبرامج الإعمار التي تبنتها الحكومات الملكية بعد الحرب العالمية الثانية في جذب المهاجرين الأوائل من الريف الى أطراف المدن، فبدأت العشوائيات بالتشكل من الفلاحين الذين هجروا حقول الإقطاعيين وانخرطوا في سوق العمل كعمال مصانع او عمال بناء داخل المدن، فارتفعت نسبة سكان المدن من ٣٤٪ في عام ١٩٤٧ إلى ٣٩٪ عام ١٩٥٧، ثم جاء انقلاب تموز ١٩٥٨ الذي اعتمد بشكل كبير على دعم جماهير هذه المناطق، فتم تنظيم هذه العشوائيات على شكل أحياء شعبية ذات طابع ريفي مثل مدينة الصدر (الثورة سابقا) في بغداد، وأحياء وادي حجر والزنجيلي في الموصل، ومع تطبيق سياسات الاصلاح الزراعي الفاشلة، التي أطلقت أفواجا جديدة من الفلاحين نحو المدن، فقد مثل سكان المدن ما نسبته ٤٤٪ عام ١٩٦٥، ومع مرور السنوات فقدت المدن الكبرى قابليتها على تمدين هذه الأعداد الكبيرة لا سيما وانهم لم يندمجوا مع السكان الأصليين، بل اختاروا التجمع في العشوائيات والأحياء الجديدة في الضواحي لأسباب اقتصادية واجتماعية، فتشكل مجتمع جديد يحمل الكثير من القيم الريفية ويحاول تقليد سكان المدن الأصليين في بعض الأمور الشكلية.

لقد توسعت المدن العراقية في النصف الثاني من القرن العشرين بشكل انفجاري بسبب الهجرة من الريف الى المدينة حيث وصلت نسبة سكان المدن عام ١٩٧٧ الى ٦٣.٧٪، ثم قفزت الى ٧٠.٢٪ عام ١٩٨٧، و حدثت هجرة اخرى من داخل أسوار المدن العتيقة الى احياء الموظفين والضباط، وكبار المُلاك والتجار في الضواحي المصممة وفق النظام الحديث.
وهذا ما نشر نوعا من مفاهيم الخصوصية والتمدن المناقض بشكل كبير للنمط الشرقي الذي كان سائداً في محلات وحارات المدن القديمة والقائم على تداخل المنازل معمارياً واجتماعياً، وهو يشبه الى حد كبير نمط المجتمع الشامي في مسلسل باب الحارة الشهير، الأمر الذي زاد من التنافر بين ساكني الضواحي الجُدد، وأصبح من المألوف جداً أن ترى حيا نخبويا مدنيا مثل حي الطيران وحي العربي ، يجاوره حي ريفي مثل وادي حجر وحي الرشيدية في الموصل.
لقد توقفت ماكنة التمدين التقليدية المتمثلة بالحارة العتيقة، وفقدت مدن العراق هويتها القديمة واصبحنا امام مدن هجينة لا تمتلك هوية واضحة بل مجموعة من الهويات الفرعية المتنافسة والمتنافرة، الأمر الذي رسخ الطبقية والمناطقية، فأصبحنا نسمع بمصطلحات (معيدي وابن ولاية) في الوسط والجنوب، و(بغدادي ومحافظات) في العاصمة، و(مصلاوي وقروي) في الموصل، و(خةلكي گوندي) اي اهل القرية في اقليم كردستان.

ان هذا التنافر الاجتماعي انتشر عموديا واصبح الجميع يمارسه على من يعتقدون أنهم الادنى منهم على سلم التحضر، فسكان الأحياء الريفية يسخرون من أبناء قراهم الأصلية التي غادروها، ويمارسون نفس الأسلوب المتعالي الذي يمارسه معهم سكان المدينة الأصليين، وسكان البلدات الزراعية الصغيرة التي أصبحت مراكز اقضية يمارسون نفس الأسلوب مع سكان النواحي والقرى التابعة لهم ادارياً، وسكان الناحية يعتبرون أنفسهم ارقى وافضل فقط لان البلدية اهتمت بهم وقامت بتعبيد شوارعهم، ويسخرون من سكان القرى المجاورة القادمين إليهم بأحذية ملطخة بالوحل، ويستمر مسلسل التنافر الاجتماعي بشكل عجيب فترى أصحاب القرى الزراعية يعتزون بأنهم ليسوا من البدو الرُحل، وينتقدون نمط حياة البدوي وملابسه، ولهجته واسلوبه بالكلام، وحتى البدو فيما بينهم يعتقد كل بدوي أن قبيلته هي الافضل والاعز نسباً وحسباً.

وساهمت مجانية التعليم في سد الفراغ الذي تركته الحارة القديمة في مجال خلط مكونات المجتمع وتمدينهم في عصر التعليم الذهبي في العراق خلال السبعينيات والثمانينيات، ثم بدأت تفقد دورها بالتدريج مع انهيار المنظومة التعليمية، وانحسار القيم المدنية في المدرسة والجامعة واقتصار دور المؤسسة التعليمية على تلقين العلوم فقط، ولكنها لا تزال المؤسسة الأقدر على توحيد المجتمع ومكافحة التنافر الاجتماعي إذا ما وضعت الخطط المناسبة لهذا المشروع الكبير.

عصر الفيسبوك
إن عصر التواصل الاجتماعي وثورة الاتصالات الحالية هي الحلقة الأخيرة في مسلسل التنافر الاجتماعي في المجتمع العراقي، فقد ساهمت منصات التواصل الاجتماعي مثل فيسبوك في جمع كل طبقات المجتمع العراقي في فضاء افتراضي واحد ( ٤٠٪ من سكان العراق يستعملون فيسبوك يومياً حسب احصائيات فيسبوك عام ٢٠١٦) رغم انهم لا يزالون يمارسون حياتهم كل في مجتمعه وبيئته وحسب تقاليده، وتسبب هذا بصدامات عنيفة، وتمزق اجتماعي يضاف الى ما هو موجود من تمزق طائفي وعرقي، بينما كان بإمكاننا أن نوظف هذه المنصات لمكافحة التنافر الاجتماعي، واعادة تدوير ماكينة التمدن التي توقفت قبل عقود في حارات المدن القديمة، وتباطأت في الجامعات والمدارس.

لقد استفحل التنافر الاجتماعي بشكل يستوجب معه البحث في حلول غير تقليدية تستهدف فئة الشباب التي تمثل أكثر من نصف سكان العراق عبر برامج معدة مسبقاً يتم تطبيقها في المدارس والجامعات، وتحسين أوضاع المدن الخدمية وتعزيز القيم والقوانين المدنية داخل المدينة ومحاربة كل أشكال التصحر الاجتماعي وترييف المدن، ومساعدة المدن الناشئة في الاقضية والنواحي على تثبيت القيم المدنية والحضارية، لتقليل الفوارق الاجتماعية بينها وبين المدن الكبرى، ولتكون حلقة وصل بين القرى والمدن العريقة.
كما يمكن مكافحة الفجوة هذه عبر برامج إعلامية وتعليمية توظف وسائل التواصل الاجتماعي لهدف إعادة توحيد المجتمع، وتقليل الفوارق الإجتماعية بين الريف والمدينة.
يجب ان تكون هذه القضية على سلم أولويات صناع القرار في الفترة القادمة ليتم بناء المجتمع العراقي بشكل سليم ومتجانس بعد اربعة عقود من الحروب والازمات، التي انحدرت بالمستوى الحضاري والمدني للشعب ككل وسكان المدن بشكل خاص، وزادت من حدة الانقسامات العرقية والطائفية والاجتماعية.
