احلام الموصليين الافلاطونية

حين قرأت إقرار ميزانية عام 2019، قلت في نفسي: شكرًا جزيلا للحكومة (العظيمة) التي التفت بعناية أبوية (كريمة)، وقسّمت الموازنة على المدن بالتساوي، فلم تظلم ولم تحابي، بل تركت الأحلام للحالمين، وانشغلت بآلام المنكوبين.

وبغض النظر أننا مدينة خرجت من حرب شاركت فيها قوات من مختلف أصقاع الأرض، إلا أن موصلنا لم تصنف منكوبة، لأنها مدينة محبوبة، صحيح أن الخسائر كانت فادحة وراح ضحيتها أكثر من 40 ألف قتيل وتضررت جرّاءها أكثر من 80 ألف بناية، لكن برلماننا (الأمين) لم يقررها منكوبة، لأن فيها جزءًا لا يزال صالحًا، فلا يصحّ خلط السيء بالصالح، وهذا بالتأكيد قرار حكيم من نخبة البلد وكادره الكريم.

ثم تخيل، حرص الحكومة على إعطاء الأموال إلى مستحقيها، فالذين خرجوا من حرب طاحنة، أغرقوا بالمساعدات الدولية، امتلاءت بيوتهم أرزًا وزيتًا وغيره من المواد، في حين لم تصل اليد الدولية إلى المحافظات المستقرة، ولم تحظ بيوتهم بما حظت به بيوت الموصليين من زهور ورياحين، لذا ارتأت الحكومة القيام بواجبها الأخلاقي تجاههم بصرف أموال مضاعفة تكفي تعويضهم ما فاتهم من الأرز والزيت.

ثم إن الموصليين لديهم أحلام كبيرة، تثقل على الحكومة همومها العظيمة، من شدة غرابتها يصفها الناس أنها أفلاطونية وأحيانًا غير عقلانية، يحلمون مثلاً، بوجود نظام مروري يُنظم سيرهم، وقانون صارم يطبق على الجميع يحفظ حقوقهم، ورواتب تصل على الموعد إلى جيوبهم، وبُنى تحتية تشفط مياه أمطارهم، وحياة كريمة تحفظ حريتهم.

يحلمون أيضًا بإعادة بناء الجسور كافة! ألا يكفيهم جسر واحد صحيح عمره 70 عامًا وجسرين مرقعين بطريقة ما لعبور بشري شحيح يسد جزءًا من الحاجة؟ إذًا لماذا “البطر” والمطالبة بعودة الجسور الخمس إلى وضعها القديم؟ 

ويزداد طمع الأحلام ليصل إلى الطلبة الذين يحلمون بحشر أنفسهم في سجون أسمنتية تُدعى مدارس؟ ألا يستطيعون الدراسة في الهواء الطلق، لماذا يطالبون الحكومة أن تُنشئ لهم تلك الجدران الكئيبة، وأن تجلب لهم الرحلات الخشبية والسبورات التي تصدر أصواتًا صفيرية تقشعر من صوتها الأبدان، لماذا يستبدل هؤلاء الطلبة البيئة الغنّاء بالجدران الصماء؟ 

تخيل، حتى الموتى في الموصل لديهم أحلامهم، فبقايا الجثث المبعثرة في أحيائها القديمة تحلم بدفن هادئ وتشترط أن يكون على الطريقة الإسلامية! 

أما الأحياء من الكسبة والعمال وأصحاب القوت اليومي، فلا يستسيغون الجلوس في البيت بل يستأثرون الراحة بالعمل وعودة السوق (باب الطوب وباب السراي)، ألم يقرأوا في صحيفة النهار أن العمل المضني يُسرّع الأجل؟!

بل تخيل، حتى المرضى الذين بين الحياة والموت لديهم أمنيات، يحلمون بوجود مستشفيات وأسرّة وأجهزة طبية وعلاجات ومعدات، ألم يسمعوا أن الطب البديل أنجع وهو فوق ذلك لا يُثقل على الدولة كاهلها!

ليس هذا فحسب بل يذهب بعضهم إلى المطالبة بتعويضات عن أضرار الحرب، تخيل، تعويضات على حرب لم يشاركوا في تسعيرها ولم يكونوا سببًا في تحريرها أو إنهائها، ثم إنهم لم يكونوا إلا مجرد وقود لنارها! إذن كيف يكون؟

لا أعلم كيف يفكر أهلنا؟ وهم منذ أن خرج تنظيم داعش المجرم من شوارعهم يتنعمون بالأمن والأمان، فلا سرقات ليلية، ولا ابتزاز للأغنياء، ولا أي من الممارسات الطائفية التي قد تثير الضغناء في نفوس المواطنيين، وهم رغم ذلك توافرت لهم الدوائر الرسمية لاستخراج المستمسكات الحكومية بعد أن أصبحت السابقة تالفة بسبب تبدل الزمان، تخيل بعد أن فتحت لهم الدوائر الحكومية أنصاف أبوابها تم السماح لهم بالوقوف في طوابير طويلة تحت أشعة الشمس، يتنعمون خلالها بحرارة دافئة جدًا، في أجواء تذكرهم بنعمة الحمامات الشمسية المجانية المشابهة للحمامات الشمسية باهظة الثمن التي يقصدها الروس في أنطاليا!

البعض قد يعطي الحقّ للموصليين، يقولون إن خبر إنصافهم من الحكومة لم يصلهم بسبب ضعف التغطية الإعلامية لعموم المدينة؟ لذلك لم يقل لهم أحد أنها لم تفرق بينهم وبين المحافظات والمدن الأخرى في إقرارها لميزانية عام 2019، حيث كانت الدولة بهم رحيمة، فأعطتهم مثلاً 143 مليار دينار وهي لا تمثل إلا ثاني أكبر محافظة من حيث السكان، في حين ضغطت على محافظة بابل وأزعجتها ثم أعطتها 1.1 بليون دينار فقط من الميزانية وهي لا تمثل إلا خامس محافظة من حيث العدد السكاني!

الحكومة سعت بجدارة أن تعطي الموصل الأموال التي تكفيها، فقررت بعد أن فكرت إعطائها 1.07% من مجمل الميزانية لأنها بالتأكيد ستكفي نسبة سكانها التي تمثل 10% من مجمل سكان العراق، معتقدة أن هذه الأموال ربما قد تزيد عن الحاجة وإن حدث وزادت، فهي ستزيد في العطف والحنان وستوزع ما سيفيض لاحقًا على المواطنيين، وستترك لهم حرية صرفها في أبواب الترفيه والبذخ في أي مدينة يختارون، ابتداءً من لاس فيغاس وصولاً إلى مراكش.
