لقد تحول الأمن الجامعيّ في (جامعة الموصل) إلى منظومة تشبه جهاز (الحُسبة) الذي أسسه تنظيم داعش أثناء احتلاله مدينة الموصل لمراقبة الناس وتصرفاتهم وسلوكهم وملابسهم وقصات شعورهم، يأمرون بالمعروف وينهون عن المنكر، ويملون على الطلاب التعليمات والأوامر بدافع ديني بحت، وهذا ما يعني: تحويل جامعة الموصل المدنية، إلى جامعة دينية إسلامية، عبر محاسبة الطلاب والطلاب الذين يقفون إلى بعضهم، وتعريضهم إلى التحقيق، بل: ومصادرة بطاقاتهم الجامعية، دون مراعاة لخصوصية شخصية، أو دينية، أو قومية، ذلك أن جامعة الموصل تضم عدداً كبيراً من المسلمين والأيزيدين والمسيح والشّبك والأكراد والتركمان، ومن كافة أطياف المجتمع العراقي.
وقد نشطت هذه الحالة في جامعة الموصل إبّان سيطرة الحزب الإسلامي عليها رئاسةً وإداريين وعمداء بعد سنوات قليلة من احتلال العراق، بل: وحتى الأمن الجامعي الذي صار يمارس مهمة الأمر بالمعروف والنهي عن المنكر معظم أفراده منتمون إلى الحزب الإسلامي، و(وحدة المتابعة) التي تعنى بشؤون حفظ الأمن داخل الجامعة، هي وحدةٌ تابعة لرئاسة الجامعة، وغير مرتبطة بأي جهاز أمني خارج الجامعة، سواء كان تابعاً لوزارة الداخلية أو الدفاع، ولكن وبلا شكّ أنها تأتمر بأوامر رئاسة الجامعة، وقد تعدّى الأمر إلى أن تُحجز بطاقة الطالبة لدى المسؤول الأمني، كونها الطرف الأضعف في المعادلة، ولا تُعاد إليها البطاقة حتى يحضر وليُّ أمرها إلى الجامعة، وكأن أمر وقوفها إلى زميلها أو حبيبها جريمةٌ، تخل بأمن وسلامة الجامعة والمجتمع.
في العام 2013 أتذكر أن الأمن الخاص بكلية الآداب، منع عدداً من الطالبات الدخول إلى الكلية، بدعوى أنهن يرتدين ملابس غير محتشمة، وكانت إحدى هذه الطالبات من الطائفة الأيزيدية، فامتثلت لأمرهم ولم تعد تلبس بحريتها، لأنها مستضعفة من قبل تنظيم داعش الرسمي الذي كان يلاحقهم في أروقة الجامعة وشوارع المدينة، ومستضعفة من قبل داعش الحكومي (أمن الكلية)، بدعوى أنها ملابس تتنافى مع أخلاق الطالب الجامعي، وفي حادثة أخرى، تعرّض صديق لي إلى حادثة عجيبة، يومَ دخل إلى كليته وقسمه الدراسي، تمّ استدعاؤه من قبل رئيس القسم بسرية تامة، وقال له بالحرف الواحد: وصلني خبرٌ أنك البارحة دخلتَ إلى الكلية وأنت ترتدي (الجينز الملوّن من الركبتين)، أنصحك بالابتعاد عن هذا النوع من الملابس، لأنه يتنافى مع القيم الجامعية لـ(جامعة الموصل)، وكأن جامعة الموصل جامعة دينية في قندهار أو جدّة، ولم يقتصر الأمر على هذا فحسب، بل حدثني صديق لي آخر، وهو طالب في الدراسات العليا/ جامعة الموصل، بأنه كان جالساً وحبيبته في كافيتريا كلية التربية، فجاء إليهم أحد رجال الأمن الخاص بالكلية، طلب منه هويته وأخذه جانباً قائلاً له: بلغني خبرٌ أنك تجلس هنا منذ ساعتين، وقد فعلتما بعض الأشياء وضحكتما بصوت عالٍ، تفضل معي إلى الإدارة، فرفض الطالب أن يذهب معه، وردّ عليه موبخاً بأن وظيفتك هي حفظ الأمن وليس الأمر بالمعروف والنهي عن المنكر، وقد طالبه بالدليل الذي يثبت أنه أخل بالآداب العامة والأخلاق، فقال له: لم أركَ بعيني، بل أخبرني أحد رجالنا، وهذا ما يعني أن هناك مخبرين سريين داخل الجامعة، يبلغون مسؤوليهم عن أي طالب وطالبة يقفان أو يجلسان وحديهما في حديقة أو شارع أو مبنى، وفي العام 2012 ذهب أحد طلاب كلية العلوم الإسلامية إلى مؤتمر شبابي تعقده منظمة تعتني بالشباب الجامعي، مقرها كان في حي الدندان/ الجانب الأيمن من الموصل، وقد التقيته مصادفة فحدثني بهذا، يقول: دخلنا إلى قاعة صغيرة نسبياً، وجدنا رجلاً يشبه في ملابسه وشكله الإخوان المسلمين في مصر، حدثنا حديثاً طويلاً عن القيم الجامعية والوطنية والاجتماعية، ثم طلب منا بالحرف الواحد أن نسجل أرقام هواتفنا في سجلات منظمتهم، من أجل أن نخبرهم عن كل طالب وطالبة يقفان سوياً، ثم أردف قائلاً: وتابع هذا الرجل كلامه بشدة وغضب قائلاً: وسنتخذ الإجراء اللازم بحق كل من يفعل ذلك، وإن استطعتم أن تعرفوا عنوان الطالبة كاملاً فافعلوا، لنخبر أهلها بذلك، وقد رفضوا هذا الطلب، حتى وقعت بينهما مشادة كلامية، ثم صاح الرجل بوجوه الشباب الحاضرين: لقد ضحينا من أجلكم كثيراً، وحوصرنا وتعرضنا للاعتقال، ولكننا ماضون في رسالتنا السمحاء، ثم اتضح لي بعد أن أخبرني صديق عن هؤلاء أنهم حزب تابع للإخوان المسلمين/ جناح العراق، اسمه (حزب النور).
إذن: جامعة الموصل، تتحول شيئاً فشيئاً إلى نسخة من جامعات إيران أو السعودية، عبر التضييق على الطلاب والطالبات من حيث وقوفهم إلى بعض، ومن حيث ملابسهم وأزياؤهم، بل وحتى إنهم يُمنعون من إدخال الكاميرا في الحفلات والمناسبات الجامعية والأعياد، بينما يُترك العسكريون الملتحقون بالدراسة المسائية (طلاباً) يدخلون الجامعة بملابسهم العسكرية وأسلحتهم، ناهيك عن عرقلة معاملات الطالبات في التسجل الجامعي والسكن الخاص بالوافدات من خارج الموصل، وتعريضهن للتحقيق وإدخال أسمائهن في الحاسبة، خشية أن يكنّ من ضمن المطلوبين للداخلية، ولا يمكن أن نصنع رأياً عاماً يحدّ من هذه الظاهرة إلا بالدعوة إلى اعتصام كبير يقوده أحرار الجامعة بوجه دواعش جامعة الموصل المدنيين.
