بعد 23 عاما من الحرب في البوسنة والهرسك، وبعد مراحل انتقالية متعثرة، وفشل في محاكمة ومحاسبة معظم مجرمي الحرب وتجارها من السياسيين، ومع صعوبات اقتصادية، وانقلابات سياسية وتعقيدات ادارية، ودستور شائك يقسم السلطات بين المكونات بشكل يقيد الانطلاق واعادة الاندماج والبناء، يتحدث وليد ديزيندو الذي كان صحفيا ومراسلا خلال الحرب وغطى العديد من فصولها المدمرة، عن تجربة الحرب واعادة بناء السلم في البوسنة والهرسك ومكامن الضعف والفشل في ادارة الدولة والمجتمع، رغم السلام الهش والاستقرار النسبي المتحقق.

يقول وليد، الذي عمل في مجال التعليم لنحو 45 عاما، وشهد طوال عقدين صراعات الساسة، وآلام ومكابدات المكونات الخارجة من معارك الابادة والتهميش التي أوقعت أكثر من 100 الف قتيل، والمتطلعة نحو التعايش والعدالة والديمقراطية:

  • مر ربع قرن على الصراع الدموي وسنوات الاقتتال العبثي بين المكونات الثلاثة في البوسنة، الكثير من الوقائع الصادمة والأحداث المعقدة والتقلبات السياسية التي حصلت، وبعد كل ذلك الوقت، اثرت في قدرتي وقدرات آخرين ممن كانوا شهودا، على تذكر تفاصيل ومحطات مهمة، العديد من القادة الصرب كانوا يقولون أثناء الحرب وخلال محاولتهم السيطرة على كل البوسنة وفرض ارادة الصرب بقوة القتل والترهيب على بقية المكونات من مسلمين وكروات: شتتوا عقولهم، أفقدوهم التوازن حتى لا يتذكروا وتختلط عليهم الحقائق.
  • كان علينا ان ندون كل شيء بدقة، ان نكتب قصص المعارك والابادة ونجمعها بحرص، ان نوثق الحقائق والوقائع بكل أمانة، ونسجل تصريحات وتحركات القادة السياسيين، كما قصص ضحايا الحرب.. لم نفعل ذلك الا في مرات قليلة.. بعد سنوات ضاعت الكثير من الحقائق وشوهت الوقائع وفلت الكثير من المجرمين من الحساب، اولئك الذين يتحكمون بنا اليوم عبر مواقعهم وأموالهم. لكن طبعا هناك اشياء لا يمكن نسيانها.

 

المجرمون أصبحوا قادة

ويضيف وليد، متحدثا عن فشل الدولة بمؤسساتها القائمة على المحاصصة، في فرض العدالة الانتقالية من خلال العجز عن محاسبة الكثير من المجرمين والفاسدين على طريق تحقيق السلم المجتمعي:

  • بعد سنوات قليلة من الحرب، بعض المجرمين توجهوا من السجون الى المنصات السياسية وهم اصبحوا قادة في مناطقهم.. بعد سنوات من ارتكابهم انتهاكات عديدة والحكم عليهم بالمحاكم، هم اليوم ابطال بالنسبة للكثير من الناس في البلقان ويتم التصويت لهم في الانتخابات والاحتفاء بهم بسبب خطبهم وشعاراتهم مواقفهم المتعصبة.. هكذا تصبح الغلبة والأغلبية بيد المجرمين وضد الضحايا.
  • يتحمل الصحفيون والنشطاء كما السياسيين جزءا من الاخفاقات التي حصلت والفشل في التجاوز الكامل لمرحلة الصراع وتحقيق اعادة الاندماج لشعوب البوسنة… غياب الشجاعة لدى الكثير من الصحفيين وبقائهم اسرى لتوجهات قادة مكوناتهم وظروفهم المالية مع سيطرة الاحزاب المتصارعة على الاعلام، جزء من عوامل الاخفاق، فضلا عن أدوار الجهات الدولية المتداخلة لمصالحها، وقبل كل ذلك الدستور المبني على اساس المحاصصة وتقسيم السلطات بين المكونات.
  • الحرب ماتزال مستمرة، رغم مداوات جراحنا الجسدية، الحرب مستمرة من خلال استمرار انقسامنا، واستمرار ولاءاتنا وعدم التصدي لأخطاء الماضي ومواجهته بقوة، وعدم مواجهة الفاسدين.
  • السؤال الذي كنا نطرحه في العام 1996 مع انتهاء الحرب عبر تدخل دولي، هو اننا نجحنا في انهاء الحرب والتغلب على ايديها المدمرة، ولكن هل يمكن ان نصنع السلام في المجتمع؟
  • بعد كل تلك السنوات، مازلنا نحاول ان نصنع السلام، وسط مشاكلنا الكبرى المتمثلة بالدستور التقسيمي، والفساد السياسي والمالي والتعصب.

قادة متعصبون ووسائل اعلام تعمق الخلافات

ويتابع وليد، منتقدا دستور دايتون الذي فرضه المجتمع الدولي على البوسنة بعد الحرب، واصفا اياه بانه كان جيدا لانهاء الحرب وليس لتحقيق السلام:

  • لدينا مشاكل كثيرة في اتفاقية دايتون التي فرضت السلام في البوسنة بارادة دولية، فاليوم لدينا دولة فاشلة بمؤسسات مقيدة وعاجزة، ومجتمع فيه السلام مهدد في ظل عدالة انتقالية مغيبة او مطبقة ببطء شديد، وليس كما هو مطلوب وموقع عليه في الاتفاقيات الخاصة بالبوسنة.
  • هناك نجاحات تحققت كوقف الحرب وانشاء المحاكم الدولية لمحاكمة مجرميها وفرض نوع من السلم والاستقرار، لكن المشكلة ان النظام الحاكم اراد تحويل تلك المحاكم الى مجرد حبر على ورق ليس الا، بالتالي فان بضعة عشرات تمت ويتم محاكمتهم وآلاف آخرون افلتوا، هذا لا يتوافق مع العدالة الانتقالية واعادة بناء السلم الأهلي.
  • نحن نعيش منذ 23 عاما في حالة “لا حرب ولا سلام”، والسبب يعود للاحزاب التي نصوت لها في كل مرة، والى وسائل الاعلام التي ماتزال تفرض الصراعات في هذه البلاد وتعمقها في كل فرصة وحادثة، وتذكرنا بالحرب في كل مناسبة.
  • الافكار الجيدة التي نستخلصها من تجارب سنوات الحرب وما بعدها في ادارة الدولة، نطرحها على السلطات، لكن بكل أسف هي تدخل في اذن وتخرج من الاذن الاخرى، فهم لا يطبقون الا ما يتوافق مع مصالحهم الخاصة في بقاء التقسيم.
  • الآن وبعد الحرب هناك محاولات لتطبيق الديمقراطية بعد عقود من الدكتاتورية، لكن الحقيقة تكمن في وجود فقط احزاب متعددة حاكمة تمثل المكونات لكن لا وجود لديمقراطية وتعددية فيها بل هو ذات الخط المتمثل باحادية الحكم والسيطرة على السلطة.

 

انقسام الصحفيين

ويلفت وليد، الى تجربة الصحفيين في البوسنة، والتحديات التي واجهوها والأخطاء التي وقعوا فيها:

  • خلال النصف الأول من الحرب التي امتدت من 1992 والى 1995، كان الصحفيون البوشناق (المسلمون) والصرب (الأرثوذكس) والكروات (الكاثوليك)، يعملون معا في مؤسسات اعلامية جامعة، لكن في النصف الثاني للحرب، تراجعت تلك التعددية والتشاركية والعمل من اجل الوطن الواحد، وكل مجموعة فضلت الاقتراب وتمثيل مجموعتها القومية والدينية.
  • كان العمل المشترك والتعددي في بداية الحرب، باعثا على الأمل، لكن التقوقع هو ما ساد لاحقا، ما ألحق ضررا كبيرا بخطاب التعايش والسلم الأهلي لوسائل الاعلام وشكل دافعا للخطاب القومي المتطرف ذلك الذي زاد من الانقسامات ونار الحرب.
  • في بداية الحرب وفي البلدة التي كنت اعمل فيها كان هناك صحفيون صرب وكروات وبوشناق، عملنا معا على تأسيس صحف واذاعات وحتى محطات تلفزيونية بجهود ذاتية وبامكانات بسيطة من اجل الدفاع عن العيش المشترك. لكن الأمور تغيرت لاحقا فاستسلم الكثيرون للمتطلبات المالية، وآخرون للخطاب القومي.
  • الحرب في البوسنة ادت الى تفكيك المحيط الاعلامي، والى خلق ثلاثة مجالات اعلام مختلفة ومنقسمة لثلاثة اطراف (مكونات) متصارعة اومتنافسة ولا علاقة لكل طرف بالطرف الآخر ولا علاقة تجمع بعضها ببعض. وحتى مع انتهاء الحرب استمر الانقسام لكن بشكل آخر بعد أن ظهرت المحاصصة في وسائل الاعلام، كل مكون له حصته، وهو ما خلق اعلاما ضعيفا وفاشلا ومنقسما كل قسم يخطاب فئة محددة.

لا خيار غير المحاولة

وينبه وليد، الى تزايد خطر انحدار الانقسامات الى صراعات، في ظل صراع القادة السياسيين مدفوعا بمصالحهم ومع الفساد والخطاب الاعلامي المتعصب، وتصاعد اليمين في اوربا:

  • بسبب الخطاب القومي المتطرف ومع موجات الدعايات والاشاعات في ظل الاعلام القومي السيء وخطابات القادة المتطرفين، استهدف التعايش الاجتماعي بعمق.. العوائل التي ظلت متعايشة وفي علاقات محبة صارت تنظر الى بعضها بعين الشك ..حدثت شروخ عميقة بسبب ذلك الخطاب.. اليوم نرى ان الأمل يكمن في الشباب وليس في جيلنا.. وليس لدينا خيار آخر غير استعادة التعايش، لا يمكن ان نحقق اي تقدم سياسي واداري واقتصادي بغير اعادة ذلك التعايش.
  • نعم الدستور الشائك والذي نصفه (بقميص المجانين) والذي فرض على شعوب البوسنة ان يلبسوه، كما الصراعات السياسية والفساد كلها تقف ضد الجهود الفردية للصحفيون والمثقفين من اجل تحقيق الاصلاح واعادة التعايش والبناء…. ربما في المستقبل هذه الدائرة الصغير للأصوات المطالبة بالتصحيح تكبر وتصبح مؤثرة في مواجهة قادة السلطة والقوانين والدستور الذي يقسم المجتمع.
  • بعد الحرب تم تهميش الصحفيين .. اليوم رجال الشرطة والسياسة ذو مكانة اعلى ويحصلون على مرتبات ضخمة فيما الصحفيون والاعلاميون المحايدون ممن عملوا على كشف الحقائق والذين حرموا من الامتيازات يحصلون على مرتبات متدنية.. رجال السياسة والتجارة هم من يقودون الاذاعات والمحطات التلفزيونية، 50% من المحطات الآن هي تابعة للمحافظات وللاقاليم (الحكومات المحلية) والأخرى خاصة وكلها تبحث عمن يطبق سياساتها التي تتقاطع كثيرا مع اعادة التعايش.
  • أنا اتعرض لاعتقالات متعددة، وتقول لي الشرطة لا تخف كل شيء سيكون على ما يرام…. وانا اضحك حينا عليهم وحينا على نفسي واكتفي بالقول: لم تكن الأمور يوما على ما يرام… اقول وجوارحي ترتج ألما وربما خوفا “أنا لا اخاف الا من الله”.
  • رغم كل شيء، لا يمكننا ان نستسلم، وليس أمامنا خيار غير المقاومة لكي لا نكون جزءا من خطاب التقسيم المدمر لشعوب البوسنة، وليس أمامنا الا المحاولة لتصحيح الأوضاع في مواجهة الخطر المتصاعد للحروب المدمرة للجميع في ظل موجات صعود أحزاب اليمين المتطرف في أوربا وفي ظل تقاطع المصالح الاقليمية والدولية.

 

صحفيون بوسنيون:

  • نحن كنا نناضل من اجل السلم وبناء دولة عادلة مدنية تحترم فيها القوانين، لكن الأشخاص المسؤولين عن تحقيق ذلك لم يكن في محل المسؤولية ولم يحققوا ذلك.
  • للأسف خطاب الكراهية يستمر وهو ممكن ان يؤدي الى العنف مجددا. لذلك يجب مواجهته بحزم وهذا ما لا يحدث عادة.
  • الصحافة هي واحدة من ضحايا الحروب لكن في اصعب الاوضاع كان هناك صحفيون ملتزومون بالنزاهة والحيادية ويرفضون الدعاية السلبية السيئة .. الغالبية دخلت في دوامة التصعيد والدعاية السياسية لهذا الطرف او ذاك وقلة بقيت مستقلة ظلت تنبه وتكشف الحقائق وتؤمن بان ما يحدث هو ليس المسار الصحيح… وعليك في النهاية ان تختار بين ان تكون في صف الحكومات والأحزاب والأنظمة أم في صف الحقيقة.
  • قال لي ابي حين بدأت الحرب ان كل الجيوش متساوية لكن الجيش المنتصر سنغني له.. في النهاية الحياة لن تعود ولن يكون هناك غناء يَسُرنا.
  • ما تم تدميره في بضع سنوات لا يمكن استعادته في عقود… للاسف هذا ما حصل فالمدن والقرى التي كانت تعج بالحياة قبل الحرب وهي تضم كل المكونات المتعايشة فيما بينها، تراها اليوم عليلة وكأنها تنتظر الموت.
  • خلفت حرب البوسنة والهرسك 30 الف امرأة من ضحايا العنف الجنسي، واكثر من 700 مقبرة جماعية دفن فيها ما يزيد عن 30 الف ضحية، ومن مجموع اربعة ملايين انسان سكان البلاد، هناك 100 الف قتيل تقريبا، في كل بيت قصص مفجعة، رغم ذلك نتطلع للسلام، اذ لا بديل عن السلام والتعايش.
  • لا خيار أمامنا غير المواجهة.. فالأشرار خلال الحرب يواصلون مسيرتهم بعدها دون توقف.

 

  • المادة من مخرجات الورشة التدريبية التي نظمتها منظمة دعم الاعلام الحر (ims) بالتنسيق مع رابطة صحفيي البوسنة والهرسك، في العاصمة البوسنية سرايفو، لإعلاميين ونشطاء عراقيين وسوريين بضمنهم صحفيون في شبكة “نيريج” الاستقصائية، والتي تركزت على دروس الحرب الأهلية البوسنية والمرحلة الانتقالية، ودور الاعلام خلال فترتي الحرب واعادة بناء السلام.
