تعويضات الانبار… ملف شائك وشبهات فساد تطال متنفذين

مشاهد الخراب والدمار مازالت تشوه المظهر العام لمدن محافظة الانبار وتحبط امال العودة لعدد كبير من العائلات، التي تتطلع الى إجراءات جدية تسهم في عودتهم الى ديارهم المتضررة، نتيجة العمليات العسكرية والارهابية.

في أيلول المقبل تدخل مدن محافظة الانبار عامها الثالث على التحرير، ومازال الغالبية من ساكنيها ينتظرون التعويضات التي سمعوا عنها الكثير وشاهدوا بوادرها وخيراتها لدى المسؤولين والمتنفذين، الذين تصدرت أسماؤهم القوائم الاولى لمبالغ التعويضات المستحقة.

تشير الاحصائيات الرسمية والتقارير الإعلامية الى ان نسبة الضرر الذي تعرضت له مدن محافظة الانبار تصل الى ٨٥٪، اذ قدرت الحكومة المحلية وفق الكشوفات الاولية ان مبالغ تعويض الاضرار تبلغ اربعين مليار دولار، وان عدد الوحدات السكنية المتضررة يصل الى (٢٥٠) ألف وحدة سكنية، توزعت النسب الأكبر منها بين مدينة الرمادي مركز محافظة الانبار، ومدن الفلوجة والرطبة وهيت.

قانون مجحف والية معقدة

قانون تعويض المتضررين جراء العمليات الحربية والاخطاء العسكرية والعمليات الارهابية رقم (٥٧) لعام ٢٠١٥، ينص على منح المتضررين نصف القيمة المقدرة للتعويض، الامر الذي تسبب في عزوف الكثيرين عن تقديم معاملاتهم، لان المبالغ التي سيحصلون عليها لن تسعفهم في إعادة بناء منازلهم التي تهدمت بالكامل.

المواطنون يصفون القانون بالمجحف وغير المنصف، الا انهم يصارعون لاستحصال هذه التخصيصات ضمن الية وصفت بالمعقدة، نتيجة ارتباطها بلجان متعددة بين محافظة الانبار والعاصمة بغداد، تسمح بوجود سماسرة يساهمون في ترويج تلك المعاملات لقاء مبالغ مادية، قد تصل الى المناصفة في المبلغ المخصص.

ماجد علي أحد السكان المحليين في مدينة الفلوجة، نجح في انجاز معاملته بعد ان تمكن من عقد صفقة مع أحد المتنفذين.

علي أكد انه لا يمكن لأي معاملة ان تسير بشكل اصولي مالم يكن هناك نوعان من الدعم لها، فأما ان تمتلك وساطة حزبية او شخصية متنفذه او أنك تدفع مبالغ تصل الى خمسة ملايين دينار عراقي، عندها ستكون معاملتك ضمن خط سير آمن، لتتمكن في نهاية هذا المطاف من الحصول على ٢٠ ٪ فقط من المبلغ المخصص لك.

عبر صفحات مواقع التواصل الاجتماعي التي خصصتها لجان التعويضات لنشر اخبار طلبات التعويض الخاصة بممتلكات المواطنين، يتابع عبد الرحمن علاوي بشكل منتظم ويومي منشورات هذه اللجان منذ عامين عله يلمح اسمه.

علاوي تحدث قائلا “ايقنت انني ألهث خلف سراب ولا ارجو منه فائدة الا انني مُصر ان احصل على حقوقي بنزاهة وشفافية، على امل ان تتغير الية العمل في هذه اللجان بما يخدم المتضررين الحقيقين، بعيدا عن المحسوبية والفساد”.

الآلية المعقدة التي تسببت في انتعاش الفساد وضياع الحقوق دفعت الكثير من العائلات الى الاستغناء عن هذه المبالغ، لأنها لا يمكن ان تعيد بناء الاضرار التي لحقت بالممتلكات كونها تقديرات غير منطقية، فضلا عن “عدم وجود الية جادة في التعامل مع هذا الملف” يقول سعد الفهداوي.

ويضيف “غالبية المعاملات التي تصادق عليها اللجان الخاصة بالتعويضات في محافظة الانبار وتخرج بأختام رئاسة محكمة استئناف الانبار الاتحادية، ستذهب الى بغداد دون رجعة الا من كان لهم نفوذ وسطوة حزبية، ولهذا اقتصر المسافة ولا اريد الدخول في مساومة على حقوقي”.

عملية التدقيق ليست سهلة

حجم الاضرار التي تعرضت لها ممتلكات المواطنين في محافظة الانبار كبيرة وكثيرة، لذلك تؤكد لجان التعويضات ان عملية تدقيق ومتابعة طلبات التعويض التي يقدمها الاهالي ليست بالعملية السهلة، اذ يجب ان تخضع كافة الطلبات الى إجراءات قانونية وكشف موقعي وفرز أنواع الضرر وتقييمه، من قبل متخصصين منتخبين من مختلف المؤسسات الحكومية.

اللجان العاملة في محافظة الانبار تسلمت نحو خمسين ألف معاملة خلال عامين، وارسلتها الى لجنة تعويض المتضررين في مجلس الوزراء، حسب المهندس احمد هادي مدير مكتب تعويضات الفلوجة.

هادي أكد ان “أسباب تأخير صرف مستحقات المواطنين من التعويضات، يعود الى ان لجنة التعويضات المركزية تحت إدارة قاض واحد، وهو ما يعيق إنجاز هذا الكم الهائل من المعاملات في وقت قصير”

ويضيف “أكثر من ٢٥٪ من المواطنين المستحقين لمبالغ التعويضات لم يروجوا معاملاتهم بسبب حالة اليأس التي يعيشها أهالي المحافظة، والتي انعكست سلباً على المظهر العمراني للمدينة وحالة الاستقرار التي ننشدها”

إبراهيم العوسج قائم مقام الرمادي، يرى ان تأخر صرف التعويضات سبب رئيسي في عدم عودة الكثير من أهالي المحافظة، بسبب هدم دورهم وعدم قدرتهم عل اعادة بنائها.

اذ يشير العوسج الى ضرورة تدخل الحكومة المركزية في زيادة عدد اللجان لضمان انجاز كافة المعاملات بسرعة ممكنة، وإعطاء المواطنين مستحقاتهم من مبالغ التعويضات.
