حدود الدم السورية – التركية … مجازر وجدران عازلة

أنت الآن في أرض جبهة النصرة. لا نصائح خاصة بالسلامة تُقدم لك للمرور في هذه القرى والبلدات في ريف مدينة إدلب شمال غربي سوريا. لا احتياطات ولا خطة “باء”. عليك فقط الالتزام بالمظهر “الشرعي” كي تعبر الحدود السورية التركية بطريقة “غير شرعية”، الطريقة الأخيرة المتاحة لمغادرة البلاد التي يمزقها الصراع منذ ثماني سنوات. عليك أن تقطع الشريط نفسه الذي قتل عنده العشرات من السوريين برصاص حرس الحدود التركي. النجاة والوصول إلى الضفة الأخرى “مسألة حظ”، يؤكد أحد اللذين رافقناهم في رحلة الموت.
تتشابه القرى في ريفي إدلب “الشمالي والغربي” القريبَين من الشريط الحدودي السوري- التركي، خضرة غير مُنظمة، منازل متباعدة تتخلل الأراضي الزراعية التي معظمها شجر زيتون. من السهل أن تشاهد شباناً من القرى بالزيّ العسكري والكثير من السلاح. ومن المألوف أن تسمع بإفراط كلمات مثل “قائد، حاجز، نقطة، مقر، تيل” وعشرات من التسميات الواقعية أو الساخرة أبرزها “زبائن”، “أنفار” و”رؤوس”، تشير لأولئك القادمين نحو شريط الحدود كي يجازفوا بحياتهم لدخول الأراضي التركية، يتداولها المهربون والدلالون والسماسرة.
هناك تنتشر، تجارة تهريب البشر عبر الحدود، التي تديرها شبكات المهربين، فمئات آلاف السوريين عبروا خلال ثماني سنوات من الحرب السورية تلك الحدود في أوقات متفرقة، دفع بعضهم مبالغ تترواح بين 1000 الى 1500 دولار، ليعبروا طرقا مختلفة بينها ما هو آمن نسبياً وقصير، وبينها ما هو وعر وخطر، وفق ما يذكره القائمون على هذه التجارة في شمال سوريا.
“ماذا عن أولادك؟” تسأل رجلاً أربعينياً على وشك عبور الحدود المحصنة والخطرة. يجيبك بأنه لا يمتلك حلاً آخر. سيخاطر بحياته وحياتهم أثناء الرحلة الخطرة القادمة، قبل أن يكمل: “نفرّ من أقدار الله إلى أقدار الله”.
الحياة المستحيلة
معظم من تحدثنا إليهم ممن ما يزالون في داخل سوريا، أو ممن وصلوا إلى الأراضي التركية، أكدوا أن قرارهم بالتوجه إلى تركيا، نابعٌ مما سموه “استحالة الحياة في الشمال”.
نسأل هذا وذاك على الشريط الحدودي، “ما الذي دفعك إلى الهجرة”، فتكون الإجابات متماثلة: مخاوف أمنية، انعدام فرص العمل، سوء الأوضاع الاقتصادية وغياب التعليم، وهيمنة الفصائل الإسلامية على كافة مفاصل الحياة. آخرون اعتبروا أن مغادرتهم لمدنهم وقراهم في جنوب ووسط البلاد، بات يعني لهم الخروج الكامل من سوريا، وليس البقاء في شمالها، حتى لو كان الأخير خارج سيطرة النظام السوري.
إلى الحدود
غير بعيد عن الشريط الحدودي، في “خربة الجوز”، القرية الواقعة في اقصى شمال ريف إدلب، تبدو أبراج المراقبة التركية من بعيد كافية للدلالة على صعوبة العبور. ومع الاقتراب أكثر تظهر الأسوار والأسلاك الشائكة والخنادق، وتسمع همسات المهربين لبعضهم البعض، يتناقلون فيها أخبار الطريق.
“أشعر بمزيج من الخوف والترقب والتفاؤل والحذر، رغم أني نجوت من عشرات المعارك وعمليات القصف والحصار وخطر الموت جوعاً ومرضاً” يقول أحمد.ع (27عاماً) بينما يتقدم في خطواته نحو الجدار برفقة زوجته وولديه. ويتابع: “لم أمت في جنوب دمشق بحصار دام لست سنوات، بقي هذا فقط كي أضمن القليل من الأمل لأبنائي”.
يتألف السور من جدارين متوازيين مسبقي الصنع يبلغ ارتفاع الواحد منها 4 أمتار وبعرض 3 أمتار، وبوزن 7 أطنان. ترتفع أبراج مراقبة لـ 8 أمتار مزودة بنظام تكنولوجي متقدم، من أنظمة مراقبة عالية الدقة وكاميرات حرارية ورادارات لعمليات الرصد البري، كما يتمتع الجدار الإسمنتي بأنظمة تسليح متطورة يتم التحكم بها عن بعد.
على عتبات هذا السور تحديداً، بحسب تقارير إعلامية متفرقة، قتل وجرح العشرات من السوريين أثناء محاولتهم دخول الأراضي التركية بطريقة غير شرعية، وسط صمت شبه تام من السلطات التركية، والسلطات المحلية في شمال سوريا، التي تشكل القوة الرئيسة فيها اليوم، فصائل عسكرية تدين بالولاء لتركيا، أو على الأقل لا تناصبها العداء.
الموت هرباً
“حياة” (25 عاماً) مرت بالتجربة ذاتها لكن الخواتيم كانت مختلفة. هاربة مع عائلتها الصغيرة في الغوطة الشرقية للعاصمة دمشق وصولاً إلى إدلب في شمال غرب سوريا، عقدت هذه السيدة العزم على دخول تركيا وبدء حياة جديدة بعد سنوات من الحصار والجوع وانعدام الأمل، بحسب وصفها. تحدثنا وهي تحاول أن تحث ذاكرتها لتخبرنا ما الذي حدث معها في تلك الليلة التي غيرت حياتها من جديد.
تجاوزت الساعة منتصف الليل، إنه الثامن والعشرون من تموز/يوليو 2018، أسابيع قليلة بعد التهجير القسري من الغوطة، تجد حياة نفسها مع أكثر من 15 مدنياً سورياً آخرين عند نقطة “طريق الدرية- دركوش” بريف إدلب، واحدة من نقاط الدخول إلى تركيا.
يهمس المهربون للاجئين: “لا ترتدوا الأبيض، لا ترفعوا الصوت، لا تشعلوا ولّاعة ولا تصدروا أي ضجيج، انخفضوا قدر ما استطعتم، نحن نقترب من الجدار التركي، فأسرعوا ولا تتمهلوا”. النصيحة الأبرز التي ينشرها المهربون بين اللاجئين المستقبليين، هي أن يتم اعطاء الأطفال الرضع دواءً منوّماً يدوم مفعوله لساعات.
“هكذا يضمن المهربون أن بكاء الرضيع لن يُنبه الجندي التركي خلال عبور الحدود، كما لن يوقظه البرد أو الركض”، يوضح بعض السوريين الذين التقيناهم.
بين جداري السور التركي، طريق يتسع لمرور عربة الدورية العسكرية، يضبط المهربون تمريرهم للاجئين على موعد مغادرة الدورية أو قرب مرورها. وكي تتم العملية بنجاح، على المهربين أن ينصبوا سلالم على الجدار الأول من الجانب السوري، فتصعد النسوة وثم الرجال، حتى نهاية المجموعة، التي تكون قد باتت بين الجدارين، ثم تكرر العملية مع الجدار الثاني، ويبدأ الركض باتجاه العمق التركي حتى أقرب قرية.
بحسب مهرّبين وأبناء من المنطقة، عادة ما يتم تنسيق العملية مع مواطنين أتراك يستقبلون اللاجئين في منازلهم لساعات قبل أن تتابع المجموعات رحلتها نحو المدن التركية.
حياة، لم ترى الجدار الثاني ولم تعرف الأول. قبل ذلك بكثير، وحين كانت مجموعتها لا تزال صامتة كما أُمرت من المهربين، بدأ إطلاق النار.
بأربع رصاصات، واحدة في الصدر وأخرى في البطن وطلقتين في الساق سقط زوج حياة على الأرض. سحب آخرون جسده بعدها بدقائق وأسعفوه إلى مشفى محلي قبل أن يفارق الحياة.
تقول السيّدة إن حرس الحدود أطلق النار على زوجها “متعمداً القتل”، وأصيب في ذات الليلة ثلاثة مدنيين آخرين برصاص حرس الحدود المباشر. دفنت حياة زوجها في قرية “خربة الجوز” في شمال ريف إدلب، وعادت من حيث أتت مع أطفالها إلى دمشق.
أقل من عشرين يوماً
قبل أن تعود حياة إلى دمشق، كان طالب إدريس (21 عاماً) يغادر مدينته معرة النعمان، باتجاه الحدود السورية التركية. سيطرت جبهة النصرة على المدينة، وبات الشاب مطلوباً لها، كمئات غيره من النشطاء المدنيين في كثير من مناطق شمال سوريا.
في الخامس عشر من نيسان/ ابريل 2018، حين كان في بلدة عقربات، في ريف إدلب الشمالي، تواصل طالب للمرة الأخيرة مع عائلته وأصدقائه، قبل أن يُفقد الاتصال معه لخمس أيام قادمة. قلقت العائلة، لكنها ظنت أنه دخل الأراضي التركية، ومن الطبيعي أن يغيب البعض عن أي تواصل بعد تجاوز الحدود.
في يوم الجمعة، العشرون من نيسان/أبريل، نشر “عبد القادر لهيب” صديق طالب، عبر صفحته على “الفيس بوك” خبراً عن اختفاء طالب على الحدود السورية التركية، ليأتيه اتصال من الدفاع المدني في ذات اليوم يبلغه بالعثور على جثة شاب على الحدود مقتولاً برصاصة في الرأس. أرسل عنصر في الدفاع المدني السوري، صورة عن البطاقة الشخصية للشاب، إلى عبد القادر، فكان هو طالب.
قتل طالب إدريس في السادس عشر من نيسان/أبريل 2018 برصاص حرس الحدود التركي. أشرف على كتابة التقرير الطبي الخاص به، وزير الصحة الحالي في الحكومة السورية المؤقتة فراس الجندي المقيم في إدلب، والذي رفض التواصل معنا بشكل كامل.
يروي لنا عبد القادر قصة صديقه طالب، ويعرض علينا كل الصور والتقارير الطبية لتدعيم القصة، فيما ترفض عائلته الحديث عن مقتله. لهيب الذي دخل تركيا بدوره بطريقة غير شرعية في وقت سابق، لا يزال غير مصدّق للخبر الذي نقله لعائلة صديقه، “طالب قتل”.
بانتظار الإشارة
خمسون يوماً بعد ذلك، السابع والعشرون من أيار/مايو، كان “محمد داود” (37 عاماً) قد اتفق مع مهرب محلي في إدلب، على دخول تركيا رفقة أطفاله الثلاثة وزوجته. هو القادم من جنوب العاصمة السورية دمشق، في حافلات الهجرة القسرية بموجب اتفاقات بين القوات الروسية في سوريا والمعارضة المسلحة في 11 أيار/مايو 2018.
حمل داود معه من جنوب دمشق، ملابس أطفاله وبعض متاع زوجته فقط، فيما ترك خلفه منزلاً مدمراً، وإسماً مطلوباً من النظام السوري وتنظيم الدولة الإسلامية وجبهة النصرة. مفلساً تماماً، بدأ بالتخطيط لدخول تركيا، بعد أن فقد أي شعور بالأمان في عموم ريف إدلب، يقول داود: “اتصلت بأخوتي ومعارفي المقيمين في أوروبا وتركيا طالباً منهم المال لتأمين خروجي من تركيا”.
بعد أسبوع جمع داود 2400 آلاف دولار أمريكي، كان المبلغ الذي طلبه المهرب منه، وحدّد له ليل الرابع من حزيران/يونيو موعداً للانطلاق نحو تركيا.
حمل محمد رضيعه ياسر (9 أشهر) وطلب من أحمد (4 سنوات) البقاء ملاصقاً لوالدته، فيما أمسك هو بيد محمود (عامين ونصف العام)، تلك كانت خطته المتواضعة أثناء عبور الحدود التي لم يكن يعرف عنها شيئاَ.
عند أول ساعات فجر الثلاثاء الخامس من حزيران/يونيو، كان داود قد أمضى مع أطفاله وزوجته بملابسهم الصيفية أكثر من تسع ساعات في العراء في درجات حرارة منخفضة. يقول إن البرد نخر عظمه، فيما اضطر أن يعطي طفله الرضيع “ياسر” أكثر من ثلاث جرعات من الدواء المنوم الذي لم يكن يفلح في جعله ينام طويلاً، كان حوله العشرات من السوريين المنتظرين إشارة المهرب كي يعبروا من أسفل السور عبر المجاري المائية التي يحتلها الطين.
قسّم المهربون المجموعة بطريقة لم يفهمها داود في ذلك اليوم، إلى فريقين، أدرك لاحقاً أن التقسيم تم بناء على المبلغ الذي تقاضاه المهرب من اللاجئين، فمن دفع أقل من 1000 دولار، سيكون في الدفعة الأولى التي ستعبر المجرى المائي “هي عملياً الطُعم الذي إن نجا من الرصاص، سيفتح الطريق أمام بقية اللاجئين، وإن قتل أو أصيب أو فشل، فستكون المجموعة التي دفعت أكثر بأمان، وستعود أدراجها للمحاولة في يوم آخر”، يوضح داود.
“توقف عقلي عن التفكير” يقول. “كنت متعباً وقلقاً وأطفالي متعبين وجائعين ويشعرون بالبرد، وكنت وعدتهم حين غادرنا جنوب دمشق بأن كل الجوع والبرد والتعب سينتهي بعد الآن. زوجتي كانت تعاني من نزيف ما بعد الولادة لمدة أشهر، ولم يكن بيدنا حيلة إلا الانتظار، حتى قال المهرب لنا: الآن، وأشار إليّ”.
مجزرة في الطين
بقُطر متر ونصف المتر، وعرض يصل إلى متر، بدا المجرى المائي الأسطواني الذي يرتفع فيه الطين حتى 40 سم، طريقاً سهلاً للعبور. دخل داود حاملاً ياسر وممسكاً بيد محمود أولاً، خلفه زوجته مع أحمد. يخفت الضوء تدريجياً في المجرى الذي يتجاوز طوله خمسون متراً، وتزاد الرطوبة وتنخفض الحرارة مع كل خطوة.
يقول داود “كان علينا أن نصل إلى نهاية المجرى حيث يتواجد شبك حديدي يجب قطعه، لم يقل لي أحد أن جندياً قد يكون هناك”.
وصل داود إلى نهاية المجرى “شاهدت أولاً السبطانة، كان الجندي يظهر نفسه في اللحظة المناسبة، وكأنه كان يعلم طوال الوقت أننا نعبر المجرى. بات بمواجهتي تماماً، أنا مًنحَنٍ داخل المجرى، وهو يقف ويشهر السلاح نحوي، تلاقت أعيننا. لم تكن زوجتي قد رأته بعد حين صرخت لها: عودي. مع كلمتي لها أطلق أول رصاصة”.
استدار داود جارّاً ابنه معه، وكذلك فعلت زوجته، وركضا باتجاه المخرج. حرارة في كتفه جعلته يدرك أنه أصيب. عيونه تلاحق الطفلين فيما ذراعه لم تعد تقوى على حمل رضيعه، فسقط على وجهه. كان لا يزال يسمع الرصاص، ووقع الأقدام الراكضة، ونداء أبنائه وزوجته إليه. غاب عن الوعي.
استفاق داود في نقطة طبية في قرية خربة الجوز السوريّة، إلى جواره كان يستلقي محمود، فيما وعلى بعد كيلو مترين، دفنت زوجته ورضيعه وابنه أحمد. يروي القصة بهدوء قبل أن ينفجر صوته. “لم ينجو أحد منّا. ثلاث رصاصات أصابتني في الكتف والساقين، رصاصة في كتف محمود، سبع رصاصات توزعت في أجساد زوجتي وابني أحمد، وقضى طفلي الرضيع ياسر اختناقاً بالماء الطيني”.
النقاط الساخنة
وفق تقاطع معلومات جمعناه من سوريين نجحوا في دخول الأراضي التركية، أو لا زالوا يحاولون الدخول من شمال غرب سوريا، وحتى من معلومات حصلنا عليها من أفراد شبكات تهريب البشر المعقدة التركيب التي تعمل في ريف إدلب، قادنا بحثنا إلى ثلاث نقاط تعتبر الأخطر على حياة السوريين الذين يحاولون دخول تركيا بطرق غير شرعية.
النقاط الثلاث التي تسجل حالات قتل وإطلاق نار مباشر على السوريين، هي دركوش في الريف الغربي لإدلب، وخربة الجوز واليمضية في الريف الشمالي لإدلب.
طوال سنوات الحرب في سوريا، عبر عشرات الآلاف من السوريين من النقاط الثلاث بشكل سلس نسبياً، وبحسب مهربين التقيناهم وسكان المنطقة، نادراً ما سجلت عمليات قتل برصاص حرس الحدود التركي، إلا أن وتيرة القتل ازدادت مع بدء تشييد انقرة للجدار العازل على قسم كبير من حدودها مع سوريا، من المنطقة التي نركز البحث فيها ضمن هذا التحقيق.
فوق الجدار وأسفله
انهت تركيا بناء الجدار العازل على الحدود مع سوريا في حزيران من عام 2018، بطول 711 كم، من أصل الحدود التي تمتد إلى 911 كم، وهو ثالث أطول جدار في العالم. وقالت أنقرة إن بنائها للجدار يهدف في المقام الأول، إلى منع تسلل مقاتلين متطرفين من سوريا إلى إراضيها.
الهدف ظاهر
هل يطلق حرس الحدود النار على اللاجئين عمداً، وهل كان أولئك الضحايا بالفعل على مرأى من الجنود قبل إطلاق النار؟ سؤال طرحناه على ناجين من رصاص حرس الحدود.
في التاسع من شهر تموز/ يوليو 2018، تعرض “أبو نبيل” مع زوجته وأطفاله، لإطلاق نار من قبل حرس الحدود التركي أثناء محاولته دخول الأراضي التركية بطريقة غير شرعية، من نقطة طريق الدرعية – ناحية دركوش بريف إدلب. ولحسنِ الحظّ لم يصب أحد من عائلته حينها.
بحسب ما يقول “أبو نبيل” فقد صوّب الجندي مباشرة على بعض أفراد المجموعة. “وجه الجندي التركي ضوءً كاشفاً نحونا. كان عددنا 30 وجميعنا مدنيون، لقد شاهدنا بدقة، شاهد النساء والأطفال في المجموعة، ويشكل بكاء الأطفال أثناء إطلاق النار وصراخ النساء دليلاً على وجود مدنيين وليس مقاتلين يحاولون دخول الأراضي التركية. مع هذا استمر الجندي في إطلاق النار”.
بدوره يؤكد “أحمد. ر” أن إطلاق النار الذي تعرض له في نقطة اليمضية، كان بهدف الإصابة وليس الإخافة والعودة إلى سوريا. يقول إن الجندي كان يشاهده ويشاهد من معه أثناء محاولة العبور في السابع من شهر نيسان/أبريل 2018. لم تسجل أي اصابات قاتلة في تلك الليلة، وبقي أحمد يحاول الدخول لأكثر من عشرين مرة، قبل أن ينجح في آب/ أغسطس من ذات العام من الوصول إلى اسطنبول.
حالة تتكرر أيضاً في التاسع من أيلول/سبتمبر عام 2018. أطلق جندي تركي من نقطة تهريب في “دركوش” النار على مجموعة من اللاجئين السوريين، فأصاب مهرباً وطفلاً وشاباً سورياً، ورغم أن الجندي كان يشاهد المجموعة ومن فيها من نساء وأطفال استمر في إطلاق النار على اللاجئين لأكثر من خمس دقائق، وفق ما يؤكد أحد السوريين الناجين، إذ سقط المصابون على بعد أمتار منه.
يقول “أبو أنس – اسم مستعار” وهو سوري يقيم قرب الحدود السورية التركية في قرية “شمارين” التابعة لمدينة اعزار في ريف حلب، إنه شاهد خلال العام الماضي، عشرات الحالات التي تعرض فيها سوريون للضرب المبرح من قبل حرس الحدود التركي بعد إلقاء القبض عليهم أثناء محاولة دخول الأراضي التركية.
يصف أبو أنس الضرب بـ “المؤذي” ويقول إن “بعض الجنود سددوا أخمص بنادقهم على الوجوه، فيما عمد البعض إلى ركل اللاجئين وهُم على الأرض”. ويتابع: “نادراً ما شاهدت سورياً لم يتعرض للنزيف من شدة الضرب”.
وفي بداية عام 2018، في “شمارين” “عثر أبو أنس” على جثتين لسوريين اثنين يُعتقد أنهما قتلا على يد عناصر الحدود أثناء محاولتهم دخول الأراضي التركية. لاحقاً تكررت الأنباء بالعثور على جثث لسوريين بالقرب من الشريط الحدودي قتلوا برصاص حيّ.
فقط باتجاه سوريا
“لماذا يطلق الجنود النار على بعض اللاجئين، فيما يعبر العشرات يومياً الشريط الحدودي دون التعرض لذلك؟” يطرح هذا السؤال غيث (اسم مستعار) يقيم في “دروكش”، ويعمل في تهريب المدنيين بين البلدين، ثم يتكفّل هو نفسه بالإجابة على السؤال.
يقول غيث الذي تحدثنا معه بصفتنا زبائن، إن بعض الجنود الأتراك يحملون موقفاً مسبقاً من السوريين، فيطلقون النار فور مشاهدتهم لأي مجموعة تقترب من الحدود. “هذا يعتمد على حظّ الذين يحاولون”. ويوضح أن الخلافات الطائفية والعرقية في سوريا تمتد إلى سكان المناطق الجنوبية من تركيا، المتداخلة عائلياً وطائفياً معها. ويتصرف بعض الجنود وفق تلك المرجعيات تجاه اللاجئين.
يتابع المهرّب الشاب إن الجنود الأتراك لا يطلقون النار على اللاجئين داخل الأراضي التركية، “فقط باتجاه سوريا يتم إطلاق النار”، مشيراً إلى أن “عناصر حرس الحدود لا يُساءلون من قبل قياداتهم إلا إذا كان إطلاقهم النار باتجاه الداخل التركي”.
يؤكد أبو نبيل، شاهدنا السابق المقيم بالقرب من الحدود، ما قاله “غيث”. “العناصر الأتراك في حرس الحدود، أحرار تماماً في التصرف مع اللاجئين طالما هم في الأراضي السورية”، ويشير أيضاَ إلى النقطة التي تقول، إن أسباباً طائفية وقومية تدفع بعض العناصر إلى استخدام العنف أكثر من غيرهم في التعامل مع اللاجئين على الشريط الحدودي.
يقول أبو نبيل “بعض عناصر الجيش التركي لهم موقف مؤيد للنظام السوري، كما هو حال نسبة كبيرة من العلويين الأتراك. هؤلاء يطلقون النار على الفور وبقصد القتل، كما يشتمون باللغة العربية كل من يحاول عبور الحدود، فيما يتصرف بعض العناصر “القوميون الأتراك” بذات الطريقة، فهم يكرهون العرب وأي صلة معهم”.
الوضع أعقد في مناطق شمال شرق سوريا التي تتمتع بإدارة ذاتية يسيطر عليها الكرد، فقد شهدت أعلى حالات قتل برصاص حرس الحدود التركي ولسنوات طويلة. يقول سكان تلك المناطق الذين هم من السوريين الأكراد، إن حرس الحدود التركي لا يتهاون معهم على الإطلاق لأنهم كرد، وهو يتقصد قتل كل ما يتحرك عبر الحدود.
خط عسكري
في المقابل، تظهر معلومات حصلنا عليها من إحدى شبكات التهريب في ريف إدلب الغربي، إن بعض المهربين السوريين، تمكنوا من الوصول إلى ضباط في حرس الحدود التركي، يعقدون معهم اتفاقات محددة بالساعة واليوم، لتمرير لاجئين سوريين بطرق غير شرعية من سوريا إلى تركيا، مقابل مبالغ مالية يتقاضاها الضباط الأتراك كرشى.
يقول لنا مهرب سوري شاب يعيش في قرية خربة الجوز بريف إدلب، بعد أن أبلغناه بنيتنا نقل عائلة سورية إلى تركيا مهما كلف المبلغ، إن أفضل طريقة آمنة هي “الخط العسكري” والتي تتم عبر تنسيق بين مهربين في سوريا ومثلهم في تركيا، وبمعرفة ضابط تركي.
بموجب ما أخبرنا به المهرب الذي بالكاد يبلغ العشرين عاماً، ينسق المهربون في الجانب التركي، مع ضباط أتراك في حرس الحدود، لتمرير دفعات من اللاجئين، بمواعيد تتوافق مع أيام وساعات تواجد الضباط في النقاط الحدودية.
يقول المهرب “سيراهم الجنود ولن يطلقوا النار، كما ستتوقف لساعة على الأكثر الدورية السيّارة عن التجول في المنطقة، هنا تمر العائلة، لكن عليك أن تعرف أن هذا الترتيب مكلف عليك”، بحسب هذا المهرب، تصل تكاليف نقل عائلة من 3 اشخاص، إلى 6000 دولار أمريكي، وهي تمر من أكثر الأراضي الواصلة عبر الحدود سهولة ويسراً، ومن أقصر الطرق.
لم يتسنّ لنا مقابلة أي من اللاجئين العابرين عبر هذا الخط العسكري المزعوم، لكن تبقى تأكيدات هذا المهرب وسواه، تشير إلى تنوع وتشابك العلاقات بين المهربين السوريين والضباط الأتراك، من تبادل إطلاق النار، وصولاً إلى التنسيق التام.
لا أحد قادر على التوثيق
يقول المرصد السوري لحقوق الإنسان أن “421 مدنياً سورياً قتلوا برصاص حرس الحدود التركي “الجندرما” منذ عام 2011، من ضمنهم 75 طفلاً دون الثامنة عشر، و38 سيّدة فوق سن الـ 18، فيما رصد المرصد السوري إصابة المئات برصاص قوات الجندرما التركية (حرس الحدود) في استهداف المواطنين السوريين الذين فروا من العمليات العسكرية الدائرة في مناطقهم، نحو أماكن يتمكنون فيها من إيجاد ملاذ آمن”.
يمتلك المرصد وفق ما يقول مسؤولوه بيانات بأسماء سوريين قتلوا برصاص حرس الحدود التركي مدعومة بالصور ومقاطع الفيديو وتاريخ القتل. “بيانات كافية لأن تكون أدلة أمام أي محكمة”، توثق ما يصفه المركز بالجريمة المستمرة منذ سنوات.
القانون واضح تماماً
على طول الجدار تنتشر اللافتات التي تحذر من الاقتراب أو محاولة اختراق الحدود. يقول القانوني السوري غزوان قرنفل المقيم في مدينة “غازي عنتاب” في جنوبي تركيا، “تلك اللوحات والشاخصات التي تحذر من الاقتراب لأن المنطقة عسكرية تجعل القاضي التركي يرجح كفّة الجيش ويرفض الدعوى”.
لكن المحامية التركية جانسو أنيلان “Cansu anılan” المختصة في الاستشارات القانونية، تؤكد لنا أنه ورغم حالة الطوارئ التي لا تزال معلنة في البلاد منذ محاولة الانقلاب العسكري عام 2016، ورغم كل الأسباب التي دفعت أنقرة إلى تشييد الجدار الحدودي، فإن القانون التركي فيما يخص الحدود السورية يسمح لدخول اللاجئين الهاربين من الحرب وهذا “واضح تماماً”.
تشرح أنيلان: “بما أن سوريا تُعرف وفق القانون بأنها في حالة حرب، فإنه من حق السوريين أن يدخلوا البلاد بطريقة غير شرعية، ولا يحق لحرس الحدود إطلاق النار على المدنيين، إلا في حال كان المتوجه إلى الأراضي السورية يشهر السلاح بوجه العناصر الأتراك. غير ذلك لا يُسمح لأي كان بإطلاق النار على القادمين من داخل سوريا”.
هل قتلت تركيا مسلحين؟
أنشأت تركيا الجدار الحدودي كي تحمي نفسها من “عمليات تسلل لمقاتلين متطرفين إلى داخل أراضيها ولمنع عمليات التهريب بين البلدين”. هذه الجملة وردت في النص الرسمي لكافة الأخبار المتعلقة ببناء الجدار في وكالة الاناضول الرسمية.
بحثنا وباللغتين العربية والتركية، عن أي خبر من مصدر تركي يقول إن حرس الحدود صدً محاولة تسلل لمقاتلين أو مسلحين من مناطق ريف إدلب باتجاه الأراضي التركية، وحصرنا البحث في الفترة ذاتها التي تحدث فيه الشهود لنا، إي منذ بداية عام 2018، وحتى كانون الأول/ديسمبر من العام ذاته.

الأخبار التي تنشرها ووسائل الإعلام التركية، تتحدث بشكل حصري عن قتل “إرهابيين” حاولوا التسلل من مناطق تسيطر عليها القوات الكردية شمال شرق سوريا، وتذكر بالتفاصيل ما كان بحوزة العناصر من أسلحة. ترد هذه الأخبار في وسائل الإعلام التركية بشكل شبه أسبوعي.
