دور ثالث… دراسة “اوبن بوفيه”

ثلاث عقبات مشهورة باتت سائدة في الشارع العراقي سنوياً، وتعطيه الضوء الأخضر بالشلل التام اقتصادياً وحكومياً وتعليمياً، عقبات تتوقف فيها عجلة الحياة ولجميع مرافق الدولة الرسمية وغير الرسمية ويعتاش القائمون عليها على التصرفات المؤقتة.

فما ان تقترب الانتخابات وتسأل أي مواطن عن شئ ما، يجيبك فوراً (أجلها ورا الانتخابات)، وما ان تقترب الزيارات الدينية وتكون لك حاجة او مراجعة، يأتيك الجواب فوراً (أجلها بعد الزيارة).

أما اليوم وتحديداً في السنوات الخمس الأخيرة، حلَ علينا ضيف كسول اسمه “الدور الثالث” أو بمعنى أصح الدراسة بالتقسيط المريح، ليكون هو العقبة العراقية الثالثة التي اختصت بمهمة الشلل التام لحركة التعليم في العراق.

السنة الدراسية في العراق باتت (أوبن بوفيه) فالدور الثالث منحها طابعاً تقسيمياً جعل منها ماكنة تعمل على مدار العام، وبسببه أصبحت الدراسة لا تقتصر على التسعة أشهر الرسمية المعتادة في كل دول العالم.

تلك البدعة التي وضعتها مؤخراً وزارتي التربية والتعليم العالي تبعاً للظروف الأمنية التي مرت بها البلاد بعد العام 2014، إذ كانت في الأصل إجراء استثنائي لجأت له الحكومة بسبب أحداث الهجرة والنزوح لتمنع توقف عجلة التعليم في العراق، لكنها عالجت المرض بمرض أخر.

تفاجأ القائمون على التعليم فيما بعد باستغلال هذا الإجراء ليصبح رسمياً بشفاعة المسؤولين والنواب في الحكومات الكارتونية المتعاقبة على حكم العراق، وجعلوا منه سلعة رائجة تظهر لنا وكأنها “عرض خاص” في نهاية كل صيف من العام الدراسي المقسّط.

السلعة التي أصبح النائب والمسؤول والمحافظ وشيخ العشيرة يستثمرها ويخرج للمطالبة بها، ويمتدحه فيما بعد أتباعه بأنه نال شرف الحصول عليها نصرة لأبنائنا الطلبة.

هولاء الأبناء الذين استسهلوا تلك السلعة وأصبحوا يتعاملون معها بخطوات متسلسلة إذ يمتحن الطالب الدور الأول بأربع مواد من أصل سبعه، ثم يذهب للدور الثاني المعتاد ليمتحن بما تبقى من الثلاث مواد لكنه يجتاز اثنان منها، وإذا سألته “ليش ما نجحت بيهن كلهن” يجيبك وعلى الفور “ميحتاج اكو دور ثالث”.

وبفضل تلك السلعة (الاكسباير) أصبحت الامتحانات في العراق عبارة عن امتحانات مطاطية، تبدأ في الشهر الخامس وتنتهي في الشهر العاشر وبواقع خمسة أشهر من الدور الأول الى الدور الثالث.

ترى أي سنة دراسية تلك التي تنشغل فيها وزارة بكافة كوادرها التدريسية ولخمس أشهر في إدارة امتحانات ومراكز امتحانيه وتصحيح الدفاتر وغيرها، وبعد هذا الانشغال تُرى متى يدرس الطالب ومتى يستريح وكيف سيسهم في تقدم بلاده؟

خلاصة الحديث هي ان الطالب الذي اعتاد على حمل الأركيلة الالكترونية في اليد اليمنى والموبايل الذي يدير من خلاله لعبة “البوبجي” في اليد اليسرى، لم يعد يهتم لنظام التعليم في العراق ويخشى الوقوع في قوانينه الصارمة.

فالتعليم لم يعد نظاماً رسمياً، بل أصبح محلاً تجارياً للبيع بالتقسيط (امتحن وجيب 25 الف)، ويعقب هذا المحل ساحة مفتوحة من الجامعات الحكومية والأهلية التي تستقبل كل شئ تحت شعار (جيب معدل 55 أفوتك كلية).

البائع البسيط الذي يقف وسط السوق وينادي بصوت عال (حاجة بريع، كل شي بربع) سنكمل له عبارته بالقول (دور ثالث بربع).
