ازمة المياه في البصرة…مخاطر كامنة وحلول وقتية تنتج معامل تنقية خارج الرقابة

في صيف العام الماضي نجا طالب عزيز وعائلته من اصابات بالتسمم طالت اعدادا كبيرة من أهالي البصرة، لكنه في المقابل خسر الكثير من الأشجار والنخيل والمزروعات في بستانه بقضاء أبي الخصيب.

يقول عزيز أن نجاته من التسمم بمياه البصرة قبل عام مضى كان بسبب السرعة في الإسعافات الأولية لكنه لم يتمكن من اسعاف بستانه من الألسنة الملحية فماتت الأشجار.

ويضيف “اتجهنا لحفر آبار ارتوازية على غرار المعمول به في براري غرب البصرة، إذ اتفقنا مع شركة مسح جيولوجي وتم العثور على المياه الحلوة، لكن بعد الحفر إلى عمق (40) مترا اكتشفنا انها أعمق كثيرا والوصول إليها مكلف فأوقفنا العمل. أنها مفارقة أن نلجأ للمياه الجوفية ونحن على ضفاف شط العرب”.

جاسم علي طالب جامعي تعرض هو الآخر للتسمم ثلاث مرات، وفي كل مرة يجد المستشفى التعليمي مكتظا بالمصابين . وهو يقول عن ذلك “جميع مستشفيات البصرة كانت ممتلئة. كان المصابون يرقدون بالممرات وعلى الكراسي وامتلأت صالة الطوارئ وتم ارقاد كل شخصين على سرير واحد ، بينما شحت العلاجات تماما”.

ويضيف “لقد عانيت من الإسهال والمغص الشديد والتقيوء والضعف العام حتى رفضت الأكل اسبوعا كاملا لأن أي شيء يدخل معدتي يخرج منها بعد دقائق، وكان علينا شراء العلاج من الصيدليات الخارجية”.

ويقول “لعدم توفر مستلزمات حقن المغذي بالجسم اضطررنا لشربه. كان هنالك الكثير من الأطفال والشباب يفترشون الأرض”.

بينما تقول سجى حسين أنها لم تكن تستخدم ماء الاسالة حتى في غسل فمها لكنها اصيبت بالتسمم عندما استحمت وغسلت رأسها وشعرها به، وتضيف “اذكر أن فتاة أخرى كانت ترقد بجواري في صالة الطوارئ ولم يستطع الأطباء عمل شيء لها باستثناء زرقها إبرة وإعطاءها مغذي . لكنها لم تتوقف عن التقيؤ حتى فارقت الحياة. كنت في حالة مرعبة وتعرضت لصدمة وأنا اراها ميتة ولا استطيع نسيان وجهها حتى اليوم”.

صعود اللسان البحري المالح في مجرى شط العرب بلغ ذروته في صيف2018 لكن المشكلة تعود إلى ثمانينيات القرن الماضي والتي أخذت بالتفاقم مع إنشاء السدود في تركيا وايران وسوريا، إضافة إلى عجز الحكومتين المركزية والمحلية عن إيجاد حلول جادة بعد عام2003 .

ويعزو المهندس مكرم فاضل وهو مسؤول التشغيل في مديرية ماء البصرة سبب الأزمة إلى قلة الاطلاقات المائية الواصلة الى شط العرب من نهري دجلة والفرات مما أدى الى زحف مياه الخليج وارتفاع التراكيز الملحية.

ويقول لمراسل ” نقاش” أن “المشكلة تمثلت في كون جميع مصادر المياه التي تعتمدها محطاتنا هي من شط العرب مما سبب ازمة كبيرة مع ارتفاع ملوحة المياه فضلا عن الملوثات التي ترمى في مجراه، كما أن المديرية كانت تفتقر منذ عام 2013 الى تخصيصات مالية لتوفير مادة الكلور المعقمة وصعوبة اصلاح المحطات المتهالكة”.

وتنتشر في مركز المحافظة ( 12) محطة اسالة رئيسية، بينما يبلغ مجمل المحطات نحو (300) بتوزّع عشرات المحطات الصغيرة في مناطق المحافظة، ويصل الإنتاج الى( 800 ) الف متر مكعب في الساعة.

غياب الرادع القانوني تسبب في تفاقم تجاوزات المعامل وبحيرات الاسماك على قناة البدعة والخطوط الناقلة وإسراف المواطنين في هدر المياه وعدم انتظام تسديد الفواتير إذ ان معظم بيوت البصرة تخلو من عدّادات، مما يؤدي الى فقدان نحو 50% من المياه العذبة، في حين تعجز المحطات عن حل تزايد نسبة الأملاح فعمل مشاريع الاسالة يقتصر على تصفية المياه وليس تحليتها.

وتتراوح اعمار محطات التصفية في البصرة بين (40 الى 80 ) عاماً جميعها تعتمد على مياه شط العرب، وهناك عشرات المجمعات المائية التي أقيمت بعد عام 2003 وبعض وحدات التحلية التي لم يتم تشغيلها لأسباب عديدة.

وأدى تسمم مياه شط العرب وأنهاره الفرعية إلى اصابة (118) ألف مواطن بأمراض معوية مختلفة، اندلعت على أثرها حركة الاحتجاجات الشعبية في البصرة التي امتدت من تموز حتى ايلول عام 2018 وسقط فيها( 22 ) قتيلا من المحتجين واصيب (680 ) بجروح مختلفة.

لكن بوادر حالات التسمم ما زالت كامنة، ما دفع بالباحث البيئي المختص في شؤون المياه والتلوث الدكتور شكري الحسن إلى البحث عن تفسير علمي لما حدث. وهو يقول “كانت ثمة شكوك بحصول تلوث جرثومي إضافةً إلى الكيميائي، فأرسلنا في شهر آذار (مارس) الماضي عينات مياه تم جمعها من مواقع مختلفة، وارسلناها على جناح السرعة إلى مختبرات شركة(Suez )الفرنسية لتكنولوجيا وحلول المياه”.

ويضيف “النتائج أكدت على وجود تلوث جرثومي خطير إذ تم الكشف عن بكتيريا الكوليرا والايكولاي والشيغلا واليرسنية والمطثيّة والعطيفية والقوربية وطفيليات الجيارديّة اللّمبلية وفيروسات روتا (العجليّة) وسابو والغُديّة والنجميّة وغير ذلك”.

وظهر هذا الكوكتيل الجرثومي بشكل خاص في عينات الأنهر المتفرعة عن شط العرب وصولا لأنهار منطقة كرمة علي شمالا وحتى في شط العرب نفسه.

العينات جُمعت في موسم السيول حينما كان ارتفاع منسوب مياه شط العرب على أشده، إلا أن هذا العامل لم يكن كافياً على ما يبدو لتنظيف الأنهر من تلك الملوّثات، بدلالة أن نتائج الفحص الجرثومي اشارت بوضوح إلى خطورة الوضع الصحي لمياه البصرة.

وشهدت مياه شط العرب في موسم الصيف الاخير2019 انخفاض التراكيز الملحية والتي سجلت بين (600) الى (1500)جزء في المليون وهي حالة استثنائية لم تحصل منذ سنوات خاصة بعد ان وصلت في الصيف الماضي إلى (20) الف جزء في المليون.

قلة من المسؤولين الحكوميين في البصرة الذين تم عرض نتائج الفحص عليهم اهتموا للأمر كما يقول الحسن الذي يضيف قائلا “لا اعتقد ان قضية نوعية المياه في البصرة وسلامتها وتلوثها هي على جدول الأولويات ولم نشاهد أي تحرك لحل هذه القضية”.

وبحسب مصادر حكومة البصرة المحلية فأن هناك نحو (500) مشروع خدمي يجري العمل على تنفيذها بعد توفير تخصيصات تجاوزت ثلاثة مليارات دولار، وأعلن عن توقيع عقدين مع احدى الشركات الصينية لإنشاء محطتين لتحلية وتصفية المياه، الاول لتصفية المياه في محطة التحلية ( R.O ) بطاقة خمسة آلاف متر مكعب في الساعة، وإنشاء محطة تحلية المياه لقضاء شط العرب بالطاقة ذاتها.

وأعلنت وزارة الموارد المائية ان كميات المياه ساهمت في إيجاد خزين مائي تجاوز (20) مليار متر مكعب، في حين تثار الشكوك حول قدرة الجهات الحكومية على تنفيذ مشاريع جديدة للاستفادة من كميات المياه وتوجيهها بالشكل الصحيح.

في المقابل اسهمت ازمة المياه في مدينة البصرة بانتعاش معامل القطاع الخاص بتحلية وتصفية المياه حيث ارتفع عددها الى اكثر من( 200 ) معمل ومحطة تفتقر غالبيتها الى الشروط الصحية في عملها ويعمل البعض منها خارج متابعة الجهات الحكومية.

المحامي حسن سلمان اشترى عبوة ماء سعة ( 20 لتر) من احد تلك المعامل فاكتشف أنها ملوثة وتحتوي على فطريات و طحالب خضراء، ويقول “كمستهلك اجد صعوبة في اثبات ان هذه العبوة صادرة من المعمل الفلاني حتى اقيم عليه دعوى لكثرة المعامل غير المجازة وسهولة وضع العلامات المزوّرة وسوء الخزن لدى المحلات”.

وعن إمكانية توفر حلول للأزمة يقول الناشط المدني المهندس حيدر سلمان ان البصرة بحاجة الى انشاء محطة تحلية كبرى لمياه البحر والتخلص من محطات الاسالة المتهالكة القديمة والعمل على انشاء شبكات توزيع وخطوط ناقلة جديدة.

ويضيف لـ”نقاش” حول ذلك ” القضية تحتاج الى حلول استراتيجية وهذه الحلول تأخذ وقت طويل ولذلك فأن الحكومات المتعاقبة المحلية والمركزية لم تكن تفكر في مثل هذه الحلول بعيدة المدى فكان تركيزها دائما على القضايا العاجلة والوقتية التي تهمها انتخابيا”.
