العراق الاعلى عالميا في نسبة وفيات “كورونا”، هل اعداد الاصابات اكبر من المعلنة؟

مع اخر احصائية رسمية صادرة عن وزارة الصحة العراقية، فان البلاد سجلت اعلى نسبة وفيات في العالم بفيروس كورونا قياسا مع نسبة المصابين، وتبلغ 10%، اذ توفي ثمانية اشخاص واصيب 91 اخرين بينهم 15 شخصا تماثلوا للشفاء.

اذا كان العالم باجمعه دخل مرحلة الذعر بسبب فيروس كورونا مع اعلان منظمة الصحة العالمية اعتباره وباء عالمي، فان الوضع في العراق منقسم بين فريقين، الاول مذعور حاله حال اقرانه في العالم ويشكل هذا الفريق العدد الاصغر، اما الفريق الثاني يتعامل معه بأستهزاء وتهكم رغم النسبة المفزعة لحالات الوفاة قياسا مع اعداد الاصابات.

ويطرح تساول كبير، هل فعلا اعداد الاصابات المعلنة حقيقية؟ ام انها اكبر من ذلك؟، او ان الفيروس طور نفسه في العراق بشكل كبير لدرجة فتكهه بـ 10% من المصابين به.

مقارنة مع الدول الثلاث الاعلى اصابة بالفيروس، ففي الصين توفي نحو ثلاثة الاف شخص من بين 80 الف مصاب بنسبة نحو 4%، وفي ايطاليا توفي 827 شخصا من اصل 12 الف مصاب بنسببة 6%، وفي ايران التي حلت في المرتبة الثالثة عالميا توفي 354 من اصل 9 الاف مصاب بنسبة 4%، ولكن في العراق توفي 8 اشخاص من بين 83 مصاب بنسبة هي الاكبر عالميا وتبلغ 10%.

واكد مسؤلون عراقيون هذه النسبة، مبدين خوفهم من ذلك، وقال عضو المفوضية العليا لحقوق الإنسان العراقية علي البياتي أن نسبة الوفيات بفيروس كورونا في العراق هي الأعلى على مستوى العالم بعدما وصلت الى 10%.

يشكك الطبيب في احد مستشفيات بغداد، عبد الرحمن العبودي في صحة الارقام الرسمية المعلنة من قبل وزارة الصحة، ويقول لـ “المنصة” هناك مشكلة كبيرة يتم التغافل عنها في البلاد، وهي مرتبطة بالثقافة السائدة حتى في العاصمة، اذ يتجنب العراقيين التوجه الى المشافي عند ظهور اعراض الفيروس عليهم، خشية حجرهم، الكثير من العراقيين يميلون الى السكوت والتزام منازلهم عند ظهور اعراض هذا المرض، ولكنهم من دون ان يدرون يهددون حياتهم وكذلك حياة عائلاتهم واقربائهم، انها انانية، ولكنه الواقع للاسف”.

ويروي العبودي نقلا عن زميل له يعمل في احد مستشفيات جنوب البلاد ان امراة في منتصف العمر وصلت الى المستشفى الذي يعمل فيه زميله الاسبوع الماضي وهي في حالة سيئة جدا، بعدما وصل فعل الفيروس الى مراحل متقدمة يصعب معها علاجها، سرعان ما توفيت بعد ساعات قليلة من وصولها الى المستشفى”.

وتجدر الاشارة الى ان ما نسبته 80% من المصابين بالفيروس في العراق انتقلت لهم العدوى بعدما كانوا في ايران، والكثير منهم كان يدفع الرشا لموظفي المنافذ الحدودية لعدم ابلاغ الجهات الطبية بذلك خشية حجرهم.

العادات السائدة في العراق سلبية في هذا الجانب، وكما هو الحال مع امراض مثل الايدز التي يتكتم العراقيون المصابون به من البوح به في المستشفيات خشية الفضيحة المرتبطة بممارسة الجنس خارج اطار الزواج خلال سفرهم الى خارج البلاد مثلا، فان فيروس كورونا لسوء الحظ ينحو نحو هذا الاتجاه وكأنه عار يجلبه المرء لنفسه ولعائلته.

ومن المواقف الغريبة، يقول طبيب اخر (طلب عدم الاشارة الى اسمه) يعمل في احد مستشفيات بغداد في جانب الرصافة لـ “المنصة” “الاسبوع الماضي جاء مريض الى المستشفى وعليه اعراض الانفلونزا، بعد فحصه تبين انه مصاب بفيروس كورونا، عندما ابلغنا المريض وعائلته بذلك، جن جنونهم وكأننا شتمناه، وهددنا باللجوء الى القانون العشائري بسبب ما اعتبره اهانة، للاسف لم نستطيع الحجر على المريض ولا تسجيل حالته رسميا”.

وكذلك يتداول عراقيون حالات عن هروب المريض من المستشفى راكضا الى الخارج بعد ابلاغه بأنه مصاب بفيروس كورونا.

رغم ان مصدر في وزارة الصحة ابلغ “المنصة” ان الاحصائية المعلنة من قبل الوزراة رسمية وموثقة، لكنه اعترف بان المؤسسات الصحية من المستشفيات والمراكز الصحية تعاني من مشكلة تكتم المرضى عن مرضهم، ورفض المصدر التعليق عن السبب الذي جعل العراق في المرتبة الاولى في عدد الوفيات عالميا قياسا مع عدد المصابين.

القوانين العراقية تفرض عقوبات صارمة ضد من يتكتم عن مرض خطير يهدد حياة الافراد، اذ نصّت المادة (368) من قانون العقوبات رقم 111 لسنة 1969 على ان (يعاقب بالحبس مدة لاتزيد على ثلاث سنوات كل من ارتكب عمدا فعلا من شانه نشر مرض خطير مضر بحياة الافراد فاذا نشأ عن الفعل موت انسان او اصابته بعاهة مستديمة عوقب الفاعل بالعقوبة المقررة لجريمة الضرب المفضي الى موت او جريمة العاهة المستديمة حسب الاحوال).

وتشير المادة (369) من القانون الى ان : (يعاقب بالحبس مدة لاتزيد على سنة او بغرامة لا تزيد على مائتي الف دينار كل من تسبب بخطئه في انتشار مرض خطير بحياة الافراد فاذا نشأ عن الفعل موت انسان او اصابته بعاهة مستديمة عوقب الفاعل بالعقوبة المقررة لجريمة القتل الخطأ او جريمة الايذاء خطأ حسب الاحوال).

ولكن في الجانب الاخر، للقضية قصص اخرى للمواطنين، اذ يبدو ان جزء كبير من المشكلة متعلقة بعدم ثقة العراقيين بالنظام الصحي القائم في البلاد، ويقول اركان جاسم لـ “المنصة” “بصراحة، الجميع يعلم مدى سوء المستشفيات في بلادنا، زحامات شديدة ولا وجود للنظافة واغلب الكوادر الصحية من الاطباء والممرضين لا يمتلكون الخبرة الجيدة، من يمتلك الخبرة ترك العمل في المستشفيات الحكومية وفتح عيادته الخاصة”.

فيما تقول زينب عبد الحميد لـ “المنصة” ان “المستشفيات في بلادنا سيئة لدرجة ان مقولة من يذهب الى المستشفى الحكومي بخدش بسيط قد يعود الى اهله ميتا اصبحت من الامثال المتداولة بين العراقيين، والمشكلة ان المستشفيات غير الحكومية الباهضة الثمن والتي تضم افضل الاطباء في البلاد لا تستقبل حالات الاصابة بفيروس كورونا”.

شكّلت الحكومة لجنة ازمة تضم وزارات الصحة والبيئة والتربية والتعليم لمواجهة الفيروس في البلاد، في احد المؤتمرات الصحفية التي عقدتها اللجنة الاسبوع الماضي وقبل بدء المؤتمر الصحفي سربت وسائل اعلام نقاشات اعضائها، قال احدهم من الوزراء انها كلام فارغ لنسرع في تلاوة البيان!.
