مناهضة العنف ضد المرأة: نريد حقوقا لا شعارات

هكذا اعتدنا في العراق وفي كل مناسبة تخص المرأة سواء كانت محلية او دولية اذ  يسارع اصحاب القرار لإقامة الاحتفالات الباذخة ودعوة الطبقة النسوية المعتاد مشاهدتها في كل محفل حكومي ودولي، ليتباهوا بإلقاء الخطابات المطولة المليئة بمدح المرأة والثناء عليها والدعوة الى تشريعات قانونية منصفة وعادلة، فهم بارعون في إلقاء الخطب واظهار التعاطف الزائف ومنح الوعود الرنانة.

 

ويكتمل السيناريو المزيف باسم المرأة العراقية بالتصفيق الحار من قبل الحضور الطبقي “المرموق” الذي يذكرني بطبقة النبلاء ذلك اللون البشري السائد قديماً في الامبراطوريات والمماليك.

 

وعندما امعن النظر في ذلك التجمع العصري في مظهره الخارجي  اشاهد الرجال يتصدرون النساء جلوسا ،فهم حتى في المحافل النسوية لا يتنازلون عن مقاعدهم في تلك القاعات الفارهة التي تحمل يافطة حقوق  المرأة، رغم انه حفل  صوري و باب من ابواب صرف الاموال الحكومية.

 

ولا يتعدى الامر تلك المحافل التي يقيمها اصحاب القرار من الرجال بل حتى التشكيلات الحكومية المعنية بالمرأة والجهات الدولية التي تحتفل بالمناسبات النسوية سنويا، تكتفي بدعوة الصديقات المقربات من المنظمات والشخصيات التي اعتادت وجودهن وصداقتهن، فليس الامر غريب لانهم يعملون في العراق فقد  اصبح السياق العام ذاته عند المسؤولين الحكوميين والجهات الدولية.

 

تتأرشف تلك الاحتفالات ضمن انشطة المسؤولين والمنظمات الدولية للعام 2020 وهي تجربة مستنسخة عن انشطة وتجارب الاعوام السابقة، لكن ان كان المسؤولين يريدون الاصلاح فعلا  فعليهم من باب كونهم اصحاب القرار تقديم ضمانات حقيقة للمرأة العراقية من خلال اصلاح التشريعات التي تكرس العنف ضد المرأة واقرار قانون الحماية من العنف الاسري الذي يوفر الحماية للأسرة بشكل عام والمرأة والطفل بشكل خاص كونه ضمانة قانونية حقيقة تؤمن للمرأة الحماية والوقاية والخصوصية وتوفير المأوى الآمن للناجيات من العنف.

 

مازال قانون العنف الاسري الذي عجزت الدولة العراقية برئاساتها الثلاث عن اقراره وعجزت الجهات الدولية عن اقناع المسؤولين والضغط عليهم يراوح مكانه منذ احد عشر عاماً ثم دخل في سبات لا يمكن التنبؤ بموعد استيقاظه داخل اروقة مجلس النواب رغم  بعض الفعاليات التي تطل علينا بين الحين والاخر دون جدوى.

 

اليوم يتوجب على السلطات والجهات الدولية فتح ملفات العنف التي تتعرض لها المرأة في العراق ومناقشتها ووضع المعالجات المناسبة لها من خلال اقرار تشريعات وقرارات تسهم بحماية المرأة ورفع شأنها في المستويات جميعها.

 

ولو كانت التشكيلات المعنية بالمرأة جادة في عملها لاجتهدت في اعداد خططها مبكرا حول اعلان تشكيل المجلس الاعلى لشؤون المرأة او اصلاح النصوص القانونية التي تحتاج لذلك وفتح دور لإيواء الناجيات من العنف وتقديم الرعاية وفرص العمل لهن او اطلاق حزمة من البرامج والمشاريع لدعم مختلف الفئات النسوية المهمشة، وغير ذلك من الخطط التي تسهم بشكل فعلي في دعم المرأة العراقية وتمكينها ،لكن للأسف كل ذلك بقي مجرد احلام تدور في مخيلتي ومخيلة الكثيرات من الناشطات النسويات.
