هل ينجح الوقف السني في تحرير المنابر من التطرف؟

صارت الجوامع والمساجد أبواقا اعلامية لتنظيم داعش الذي أعلن دولته من منبر الجامع النوري، وعمل على اقناع الناس بسياساته طوال فترة بسط نفوذه على الموصل (حزيران 2014 –تموز 2017)، وكان مصدر هذه الاجراءات والتعليمات ما عرف حينها بـ “ديوان المساجد” الذي أسسه بديلا عن دائرة الاوقاف في الموصل، وقد عمل الديوان على إجبار الخطباء على قراءة خطبة موحدة، ثم أعقبها استبدال غالبيتهم بخطباء موالين أو مناصرين للتنظيم.

خارج السيطرة
تمتد قصة المساجد وسيطرة التنظيمات المتطرفة عليها في الموصل الى سنوات طويلة، حيث كانت مدارس للفكر المتطرف والاجتماعات السرية، وسوقا لتوزيع اقراص القتل والتهديد ومناشير المسلحين المتطرفين.

“نحو ألف مسجد كانت خارج سيطرة الاوقاف قبل سقوط الموصل بيد داعش، يعين صاحبها (الذي تولى بناءها) الخادم والمؤذن والإمام والخطيب دون الرجوع الى دائرة الوقف، يقول مدير شعبة التفتيش في دائرة أوقاف نينوى محمد النعيمي لمنصة الموصل الاعلامية- MMP.
تهديدات تنظيم القاعدة آنذاك حدت بصورة كبيرة من قدرة الاوقاف على بسط نفوذها على المساجد، التي يصل عددها الى 2780 في عموم محافظة نينوى” يضيف.
وبعد استعادة القوات العراقية سيطرتها على المدينة ، سارعت دائرة الاوقاف الى وضع يدها على المساجد لضبط ادارتها لها واستبدال الخطباء والائمة بآخرين موثوقين، الا ان هناك موانع ادارية عدة تحد عملهم، خاصة وجود عجز في الموظفين.
يوضح النعيمي، ان عدد المعينين على ملاك دائرة الأوقاف من الخطباء والائمة يبلغ 628 إماما وخطيبا فقط، بالتالي ثمة ما يقارب ألفي منبر يحتاج الى خطباء لذا نلجأ الى إعتماد المكلفين (دون أجر) بالخطابة نتيجة لنقص الكوادر.

اجراءات جديدة
ابعد من ذلك ثمة تنسيق مع الأجهزة الأمنية، لضمان إلتزام جميع المساجد والجوامع بتعليمات دائرة الاوقاف، خاصة خطبة الجمعة الموحدة.
وقدر تعلق الأمر بالخطباء، ففي مركز الموصل على من يكلف بالخطابة أن يحظى بتزكية من مختار الحي إضافة الى ثلاثة رجال دين موثوقين، أما الاجراءات المتبعة في نواحي واقضية نينوى فالمكلف بالخطابة يخضع لتدقيق أمني مكثف من الاستخبارات أو جهاز الامن الوطني أو القوى الامنية المسيطرة على المنطقة، ومرد هذا التشديد على المناطق النائية لانها كانت تحت سيطرة الجماعات الارهابية فترات طويلة.

هاجس عودة التطرف الى المدينة بدأ يراود الكثير من أبنائها، لذا ثمة دعوات مستمرة لوضع المساجد تحت المراقبة وعدم السماح بجعلها منابر فكرية متطرفة من جديد.
يبين خطيب جامع النبي يونس الشيخ محمد الشماع لـمنصة الموصل الاعلامية-MMP، “إن الخطبة الموحدة هي إجراء إحترازي ومرحلي لأجل تلافي وقوع بعض الخطباء في حرج أو مساءلة أمنية او قانونية”.
ويضيف الشماع، “أن الخطبة الموحدة الصادرة عن الاوقاف تساعد في الحفاظ على الوحدة الفكرية للمجتمع وصيانتها، فضلا عن قلة أعداد الخطباء فالفترة التي سبقت داعش كان فيها غالبية الخطباء من المتبرعين وبالتالي فالسيطرة عليهم كانت صعبة” بحسب الشماع.
“يجب مراقبة المساجد ومنع أي شخص غير موكل بالمسجد من التدخل في إدارته ويجب منع الدعاية ونشر أي ملصقات إلا بموافقة خطية من الأوقاف” يقول أحمد هاشم، أحد سكان حي الوحدة في الموصل.
رغم كل إجراءات الأوقاف وفرض الخطبة الموحدة إلا أن الكثير من الخطباء يفتقدون لأبسط مقومات الخطابة، يضيف هاشم.
بينما ينتقد علي سعيد صاحب محل لبيع المواد الكهربائية في منطقة النبي يونس مواضيع خطبة الجمعة، “يتم التطرق لمواضيع سطحية، لم يجرؤوا حتى الان على تفسير أو دحض أفكار داعش التي روج لها على مدى ثلاث سنوات، لا يكفي فقط أن يقولوا بأن داعش لا يمثل الإسلام، هاتوا براهينكم لذلك”.
لا زالت مساجد الموصل وجوامعها بحاجة للمزيد من الضبط خاصة المساجد الصغيرة بين الأحياء والتي تأسست غالبيتها خلال الـ 15 عاما الماضية، يضيف.

مساجد عشوائية!
المفارقة ان هناك عددا كبيرا من المساجد مبنية على أراض متجاوز عليها، محسن عصام أحد سكان حي الزهراء في الموصل، يقول : في الحي اربع مساجد صغيرة متجاوزة على اراضي تابعة للدولة، بنيت خلال العشر سنوات الماضية، وقد إستغلتها الجماعات المتطرفة لتجنيد الكثير من الشباب والترويج لمشاريعها الإرهابية.
دائرة الاوقاف حاليا تحاول تدارك المشكلة وتفرض إجراءات في بناء المساجد عبر اجراء كشف ميداني من لجنة تضم الشعبة الهندسية والتفتيش والمساجد في الأوقاف، وتقرر الموافقة أو الرفض في بناء الجامع وذلك حسب الحاجة.

هذا الاجراء يسبقه أو يوازيه إجراء آخر، وهو ضرورة أن تكون الارض المراد بناء المسجد عليها هي ملك صرف لمن يريد البناء أو أنها ضمن التخطيط العمراني للمدينة وحاصلة على موافقة بلدية الموصل.
لم تنته قصة المساجد والجوامع، فالأصوات تتعالى لمزيد من التشديد عليها، وثمة من يذهب أبعد من ذلك، عندما يدعو الى تأجيل إعمار المدمر منها، واعطاء الاولولية للبنى التحيحية والمشافي والمدارس.
