الديوانية أكثر المحافظات العراقية استهلاكا للمحافظين

شهدت محافظة الديوانية ثاني أفقر محافظات العراق في المدة الماضية خلافات سياسية حادة دارت بين محافظها سامي الحسناوي المنتمي لكتلة النهج الوطني حزب “الفضيلة سابقا” ومؤيديه في مجلس المحافظة وبقية الأعضاء المنتمين إلى كتل سياسية أخرى.

وتمخض عن تلك الخلافات تكليف نائبي المحافظ في نفس الوقت لإدارة المحافظة خلفا لمحافظها لحسناوي الذي ترك وظيفته بشكل مؤقت لأسباب مرّضية لمدة (28) يوما وفقا لإجازة طبية رسمية صادرة عن مستشفى الديوانية التعليمي.

فيما وصف أعضاء مجلس المحافظة تلك الاجازة بانها “ذريعة للتهرب من الاستجواب الذي كان معد  له داخل المجلس”، خاصة وان تاريخ تقديم الإجازة هو نفسه تاريخ تقديم الاستجواب.

الخلاف الذي تزامن مع وقت المصادقة على موازنة المحافظة للعام الجاري 2019 شهد إقالات متعددة شملت المناصب الوظيفية التابعة للإطراف الخصوم نفذها محافظ الديوانية كواحدة من وسائل الضغط على خصومه.

و كان منصب مدير عام تربية الديوانية هو الحدث الأبرز في تفجير الصراع الحكومي الذي مازال قائما خلف الستار، إذ صوت مجلس محافظة الديوانية على إعفاء عقيل الجبوري من منصبه كمدير عام لتربية الديوانية وتكليف علاء كوشان بالوكالة لمدة ثلاث أشهر إلا أن الحسناوي اصدر قرارا  بسحب يد كوشان بعد انتهاء المدة  وإحالته إلى التحقيق وفق قانون انضباط موظفي الدولة، كما أن المحكمة الإدارية العليا قررت إعادة  الجبوري إلى منصبه مديرا عاما لتربية القادسية في 30 أيار 2019.

وفي 27 حزيران صوت (16) عضو من اصل (28) على إقالة المحافظ وتكليف نائبه الثاني مالك الحسيني، فيما أرسل الحسناوي كتابا موجه إلى رئيسي مجلس الوزراء والنواب في حزيران (يونيو) الماضي طالب فيه بحل مجلس المحافظة بذريعة تجاوزه الصلاحيات القانونية.

وفي نفس اليوم قرر المجلس سحب يد المحافظ سامي الحسناوي لحين حسم الدعاوى المنظورة أمام القضاء ومجلس مكافحة الفساد وكلف نائبه محله لحين الانتهاء من الاستجواب، لكن في 27 حزيران (يونيو) الماضي قرر مجلس المحافظة إقالة المحافظ الذي لم يمتثل لقرارهم  وعلق على حسابه الخاص على الفيسبوك وقال انها “مجرد اتهامات بائسة  هدفها  الحصول على مكاسب مادية، وهي وسيلة ابتزاز ليس إلا”.

وقدم المحافظ طعنا بقرار مجلس المحافظة الصادر في 27 حزيران، وفي الأول من آب (أغسطس) الجاري أصدرت المحكمة حكمها القابل للتمييز المتضمن رد دعوى الحسناوي واعتبار قرار إقالته صحيحا، وفي اليوم التالي فتح مجلس المحافظة باب الترشيح لمنصب المحافظ إلا انه حدد مدة الترشيح بسبع ساعات انحسرت بين (11 صباحا- 6 مساءاً)، ثم عاد ومددها لساعات إضافية بعدما أثيرت حولها الشكوك.

هذه الإجراءات جعلت النخب السياسية في المحافظة تدرك ان اختيار محافظ جديد محسوم بين الكتل السياسية الممثلة في مجلس المحافظة، التي اتخذت من اختيار شخصية مستقلة ذريعة للإطاحة بالمحافظ.

ويقول المحلل السياسي علي الجابري أن” التكالب على منصب المحافظ جاء اثناء المصادقة على موازنة 2019 ، وأن استهلاك الكثير من المدراء في المحافظة امر يثير الشك لاسيما في قطاعات الصحة والتعليم والشرطة.

ويرى الجابري أن زوبعة الخلافات هي صراعات متفق عليها سلفا الغرض منها هو التفاف محسوب ومحسوم للظفر بأكبر واردات الفساد والحصول على مغانم ومصالح شخصية يبحث عنها أصحاب الحركة الانقلابية على المحافظ أو على كتلة النهج الوطني “لا شيء مستقل يناغم الواقع من اجل النهوض بالمحافظة المنكوبة”.

من جانبه اتهم عضو كتلة النهج الوطني ومفاوضها عناد النائلي سائرون والفتح بتدبير الانقلابات داخل المحافظة واستهداف المحافظة وكتلته،وقال أن “كل فقرات الاستجواب ليست قانونية بل حتى قرار استضافة المحافظ لغرض الاستجواب يخلو من المبررات القانوني وهي مجرد تهم سياسية”.

عضو مجلس النواب عن محافظة الديوانية وعضو تحالف الفتح سهام الموسوي تؤيد اخراج المحافظ وقالت أن ” التحرك المتأخر أفضل من عدمه وجاء في وقت وصلت فيه المحافظة إلى الهاوية  فقد استولت الجهة التي يتبع لها المحافظ على الديوانية وأصبحت تدار من قبلهم بدعم من أعضاء  مجلس المحافظة المستفيدين حتى أنهم تقاسموا الدوائر الحكومية ومنها دائرة الصحة واستولوا على عمليات شراء الأدوية والتنظيف وغيرها من الصفقات دون أي  فائدة للمحافظة ”

واشارت الى وجود ملفات فساد كبيرة وكثيرة رصدت من قبلهم تتعلق بتعيينات مديرية تربية القادسية وانتهاكات تتعلق بالتلاعب بالساحات العامة والمساحات الخضراء وتحويل واجهات بعض المدارس إلى محال تجارية والاستحواذ على مقدرات المحافظة لصالح أشخاص متحزبين”.

واتهمت الموسوي النزاهة والجهات الرقابية في المحافظة بالتهاون مع ملفات الفساد التي رفعت إليهم وقالت “نحن نمتلك أدلة وملفات فساد سيتم إحالتها إلى هيئة النزاهة المركزية في بغداد فكثير من ملفات الفساد  المحلية أحيلت إلى نزاهة المحافظة والجهات الرقابية ولكنها اختفت وذوبت”.

وصوت مجلس محافظة الديوانية  الاثنين 5 آب 2019 على اختيار زهير علي شعلان الخزاعي محافظا للديوانية خلفا للحسناوي، بتصويت 18 عضو من أصل 27 بغياب عضو واحد، و الخزاعي شقيق عضو مجلس محافظة الديوانية حاليا باقر علي الشعلان وهو من مواليد عام 1968 حاصل على بكالوريوس قانون ويعمل  بدرجة معاون مدير عام في وزارة الدفاع العراقية وكان قد رشح سابقا ضمن قائمة ائتلاف الوطنية.
