“اليوم صفر” يطرق ابواب العراق.. مضخة ماء لكل منزل

عندما يحل الجفاف الكبير في الشرق الاوسط سيكون العراق احد اكبر ضحاياه، لكن الازمات السياسية والامنية جعلت المياه اخر اهتمامات الحكومة، فيما يعيق الفساد يعيق وضع خطط لمواجهة الكارثة.

من المفارقات المخيفة ان العراق الذي عُرف منذ الازل ببلاد “وادي الرافدين” لامتلاكه نهرين كبيرين مثل دجلة والفرات وكانت ارضه مهد الارض الخصبة ستكون اول المهددين بأزمة الجفاف الكبيرة التي تطرق ابواب الكرة الارضية وتهدد ملايين البشر.

وبينما تضع العديد من الدول المهددة بالجفاف خطط وموازنات وحملات ضخمة لمواجهة الازمة، يبدو العراق وكأنه خارج هذه الحسابات، إذ ان سوء الادارة والفوضى والفساد الاداري والتبذير يضربان البلاد بعمق بينما تتسلل ازمة الجفاف الى البلاد بلا مواجهة.

ومنذ سنوات لا يحصل العراقيون على الماء في منازلهم طيلة ساعات اليوم، خصوصا في فصل الصيف، ويعتمد العراقيون على مضخات ماء صغيرة في منازلهم لتأمين المياه في ساعات محددة، وحتى مع هذه المضخات فان بعض ساعات النهار خصوصا في الصيف لا تستطيع جلب الماء الى المنازل، لان الانابيب المغذية للماء فارغة في الاصل.

الاسبوع الماضي كان من المفترض ان يتم التوقيع على اتفاق وصفه المسؤولين العراقيين “بالمهم” مع تركيا لتقاسم حصص مياه نهر دجلة الذي يمر بتركيا اولا، ولكن فجأة ابلغت الحكومة التركية المسؤولين العراقيين الغاء الاتفاق حتى اشعار اخر.

ويقول مدير عام السدود في وزارة الموارد المائية العراقية مهدي رشيد لـ “نقاش” ان “وفد من الوزارة كان مقررا ان يزور تركيا لتوقيع اتفاق حول الحصص المائية في نهر دجلة، ولكن الاتراك ابلغونا عدم استعدادهم لذلك”.

وتعتبر تركيا وايران اللاعبان الابرز في حصة العراق المائية في نهري دجلة والفرات، اذ يمر النهرين اولا بكلا الدولتين قبل ان يصلا العراق الذي يعتبر من دول مصب الانهار واخر محطة لأستقبال النهرين.

ومع خطط تركيا وايران الخاصة لمواجهة ازمة الجفاف عبر تشييد عشرات السدود لخزن المياه من النهرين، فان العراق يصبح الضحية الاكبر، فهو لا يمتلك القدرة على انشاء سدود عملاقة لما تتطلبه من خطط وتخصيصات مالية كبيرة تفتقر اليها الحكومة، فمثل هذه المشاريع تتطلب دول مستقرة بلا فساد اداري ومالي، بينما العراقيون ينتقدون مسؤوليهم بأن تعبيد شارع صغير يستغرق اشهر وربما سنوات.

وفقا لتقرير رسمي لوزارة الموارد المائية فأن “العراق خسر 30% من كمية المياه التي كان يحصل عليها من نهري دجلة والفرات، وخلال سنوات قليلة سيخسر 50% من حصته التاريخية، وذلك من دون حساب تأثيرات المناخ وأزمة الاحتباس الحراري العالمية”.

ويوضح التقرير ان “العراق كان يحصل على (33) مليار متر مكعب سنويا من المياه في نهر الفرات، أما اليوم يحصل على (16) مليار متر مكعب، والشيء نفسه مع نهر دجلة”.

خلال الحكومة السابقة برئاسة حيدر العبادي، قدمت وزارة الموارد المالية خطة استراتيجية طويلة الامد تبدأ من العام 2018 وتنتهي في العام 2035 لمواجهة ازمة الجفاف، تتطلب (184) مليار دولار، لكن مشاكل اعادة اعمار المدن التي دمرت خلال المعارك ضد داعش وازمة الكهرباء تحول دون تنفيذها.

اليوم لا يحصل العراقيون في منازلهم على المياه طيلة ساعات اليوم، خصوصا في فصل الصيف، إذ ينقطع الماء تماما في اوقات الذروة في العديد من المدن العراقية وتحديدا في المدة الممتدة من الساعة الحادية عشر صباحا وحتى التاسعة مساءا، اما في باقي ساعات اليوم فانهم يستخدمون مضخات صغيرة في كل منزل للحصول على الماء ويتم تخزينه في خزانات المنازل الخاصة.

منذ مطلع القرن الواحد والعشرين دق العراق ناقوس خطر الجفاف، ووفقا لمسؤول فني في وزارة الموارد المائية فأنه في مطلع العقد الماضي كان حوالي 20% من العراقيين يستخدمون مضخات منزلية للحصول على المياه، ولكن خلال السنوات الخمسة الاخيرة، فان مضخة المياه اصبحت جزء من مستلزمات المنازل الاساسية، ولا يوجد منزل في البلاد حتى في تلك الاحياء العشوائية الفقيرة لا تمتلك مضخة مياه خاصة بها، والمشكلة ان هذه المضخات التي تسحب الماء بقوة تجلب معها مياه ملوثة في انابيب نقل الماء تحت الارض، وتصبح المشكلة اكثر تعقيدا وهو الماء الملوث.

وحتى مع وجود المضخات فان بعض المدن وفي اوقات محددة خصوصا جنوب البلاد لا يمكنها جلب المياه، ولهذا يتنافس العراقيون للحصول على المضخات الاكبر والاجود ، وغالبا ما يقع جيران صاحب المضخة الاكبر ضحية لعدم حصولهم على الماء.

المشكلة الاخرى مرتبطة بالتبذير، فلا رقابة على استهلاك المياه، ومن الشائع ان يقضي العراقيون ساعات طويلة في غسل سياراتهم وباحات منازلهم، بينما تفشل الحكومة في الحصول على اجور جباية الماء، اذ يرفض العراقيون دفع هذه الاجور حتى تحولت مبالغها الى ملايين الدولارات.

الناشط المدني مازن الجبوري يعترف بأن هناك غياب وعي داخل المجتمع العراقي حول ازمة الجفاف والتغير المناخي، ويقول لـ “نقاش” “في اغلب الدول هناك منظمات وناشطين مستقلين متخصصين في قضية الماء والتلوث والاحتباس الحراري، ولكن في العراق غير موجودة بسبب الانشغال في قضايا الامن والخدمات وحرية الرأي والتعبير”.

الجبوري يضيف “نعلم جميعا ان بلادنا ستكون احد اكثر ضحايا ازمة الجفاف والتغير المناخي، ولكن مواجهتها يتطلب تعاونا مشتركا بين الحكومة والمواطنين، نحن بحاجة الى حملة وطنية كبيرة للتوعية لترشيد الاستهلاك قبل فوات الاوان، فأن اليوم صفر سيطرق ابواب العراق فجأة”.
