لماذا دمج “الحشد الشعبي” في قوات الامن العراقية غير قابل للتطبيق؟

السعي لدمج قوات “الحشد الشعبي مع قوات الامن العراقية غير قابل للتطبيق لأسباب عدة ابرزها ان فصائل الحشد في الاصل ليست متجانسة، وحتى لو تم دمجها، من سيأخذ التحية العسكرية للطرف الاخر؟

في شباط (فبراير) 2016 كان رئيس الوزراء السابق حيدر العبادي الرجل الاكثر شعبية بين العراقيين وهو يدير الحكم وقوات الجيش تحقق الانتصارات على داعش. حاول تعزيز صورته كرجل دولة، وقرر دمج فصائل “الحشد الشعبي” مع قوات الامن، لكنه تلقى صفعة قاسية برفض شديد من الفصائل، ودفع الثمن باهضا عندما خسر منصبه رئيسا للوزراء.

يدرك رئيس الوزراء الحالي عادل عبد المهدي مأساة سلفه العبادي، ومنذ تسنمه المنصب يحاول عبد المهدي تجنب اخطاء العبادي الذي اتهم بوقوفه الى جانب الولايات المتحدة على حساب ايران، ينتقي عبد المهدي كلماته وبياناته بحذر خشية الوقوع في فخ الانحياز، ولكن قراره الاخير لتنظيم امور “الحشد الشعبي” اوقعه في مأزق.

اصدر عبد المهدي الاسبوع الماضي قرارا جديدا يسعى لاخضاع قوات “الحشد الشعبي” للحكومة، والقرار في الحقيقة ليس جديدا، اذ سبق وان اصدر رئيس الوزراء السابق حيدر العبادي قرارا اكثر وضوحا في اخضاع قوات الحشد لسلطة الدولة، وفشل في ذلك.

القرار الجديد يدعو الى اغلاق جميع مقرات الحشد داخل المدن وخارجها، وان تتخلى عن اسمائها ذات الطابع الديني المرتبطة بشخصيات واماكن تاريخية دينية مرتبطة معظمها بالمذهب الشيعي، وتحمل الويتها ووحداتها العسكرية ارقام معروفة كما هو الحال مع الجيش، على ان يعمل الحشد وفق القانون الخاص به الذي اقره البرلمان في العام 2015 ويكون له رئيس يتم اختياره من قبل رئيس الوزراء باعتباره القائد العام للقوات المسلحة.

رحبت اغلب الفصائل في القرار بينهم مقتدى الصدر الذي يمتلك فصيل “سرايا السلام”، باستثناء تلك المعروفة بأسم “فصائل المقاومة” القريبة من ايران، مثل “كتائب حزب الله” و”النجباء” و”كتائب سيد الشهداء” التي تحفظت على دمج قوات الحشد في الجيش، ليست مصادفة ان تكون هذه الفصائل هي نفسها التي وقفت بوجه قرار رئيس الوزراء السابق حيدر العبادي.

ولكن مشكلة دمج الحشد اكبر بكثير مما تبدو عليه، تتركز النقاشات حول دمج هذه القوات مع قوات الامن العراقية، ولكن المشكلة الحقيقية التي يغفل عنها الجميع هي ان الفصائل التي يتكون منها الحشد ليست متجانسة مع بعضها في الاصل، كما ان ظروف تشكيل الحشد اوجدت ظروفا تصعّب من دمجها مع اي شئ اخر.

لا يبدو قرار عبد المهدي الاخير جديدا بالمرة، حتى ان بعض المقربين من الحكومة يعزونه الى انها حركة استعراضية من الحكومة التي تجاهد للحفاظ على حيادها بين اميركا وايران، وهذه الحركة جائت بعدما تبين ان القصف الذي استهدف منشئات نفطية داخل الاراضي السعودية لم ينطلق من اليمن كما هو معلن، بل انطلقت الطائرات بدون طيار من العراق، وابلغ الاميركيون الحكومة صراحة بذلك، وكان على الحكومة اتخاذ اي خطوة لاثبات نفسها.

في شباط (فبراير) 2016 اصدر رئيس الوزراء السابق حيدر العبادي امرا بتعيين الجنرال محسن الكعبي (قائد سابق للشرطة الاتحادية) رئيسا للحشد الشعبي بديلا عن ابو مهدي المهندس في محاولة من الحكومة للسيطرة على ادارة الحشد، ولكن الفصائل القريبة من ايران رفضت ذلك بشدة، وفي حينها قالت “كتائب حزب الله” ان “قوات الحشد هي فصائل عقائدية جهادية لها سياقات إدارية وتنظيمية تختلف عن السياقات الكلاسيكية المتبعة في المؤسسة العسكرية، وقيادتها تقتضي الخبرة في الحروب غير التقليدية التي تتميز بسرعة الحركة والمناورة والتغيير الفوري للخطط وفقاً لما يتطلبه الموقف الميداني”، هذه حقيقة لا تخلو من بعض الصحة.

يقول ضابط كبير في قوات الجيش لـ “المنصة” ردا على سؤال كيف يرى سيناريو مفترض لدمج مقاتلين من الحشد الشعبي مع اعضاء وحدته العسكرية، ويقول: “رغم خبرتي الطويلة، لا امتلك خطة واضحة، ضباط الجيش يتدربون ثلاث سنوات في اكاديمية الجيش ليحصلوا على رتبة ملازم، وكذلك الحال مع الجنود الاقل رتبة، لا اعرف كيف سيكون الموقف عندما يكون عناصر الحشد مع عناصر الجيش؟ هل سيلقون التحية العسكرية على الضباط الاعلى منهم رتبة؟ الامر الاخر ان مقاتلي الحشد يمتلكون شعبية واحتراما حتى بين قوات الجيش، كيف يمكن توجيه الاوامر، ومن يطلقها؟”.

عندما اطلق المرجع الشيعي علي السيستاني فتوى لمحاربة “داعش” انضم الاف من العراقيين في فصائل مسلحة عرفت لاحقا بأسم “الحشد الشعبي” ونالت اعتراف البرلمان العراقي، وهؤلاء المقاتلين لم يخضعوا لمعايير العمر والمهارة وبعضهم لا يعرف القراءة والكتابة، فالخطر كان اكبر من الانشغال في ذلك عندما اقترب داعش من ضواحي بغداد، والحديث عن دمجه مع عناصر الجيش الخاضعة لمعايير عسكرية صارمة لا يخلو من العقبات.

ولكن القضية الاكثر عمقا في المشكلة تكمن في فصائل الحشد نفسها، فهي غير متجانسة مع بعضها كما يتصور الكثير، بل ان خلافات عميقة موجودة بين بعض هذه الفصائل، كما ان اهدافها وطموحاتها متباينة، وولائها والتنظيم الاداري والانتماء العقائدي والمرجعية الدينية والسياسية وجهة التمويل والتسليح ليست متشابهة.

تصنّف الفصائل الى ثلاثة اقسام اساسية، الفصائل القريبة من ايران وتتخذ من المرشد الايراني علي خامنئي مرجعا وقائدا دينيا لهم وبينها “كتائب حزب الله” و”النجباء” و”عصائب اهل الحق”، الفصائل التابعة للاحزاب السياسية الشيعية وابرزها “سرايا السلام” التابعة الى مقتدى الصدر، والفصائل التابعة الى المرجع الشيعي علي السيستاني.

تسعى الفصائل الموالية لايران لابقاء قوات “الحشد الشعبي” مستقلة عن الدولة، وتتبنى اهداف سياسية باتجاه تغيير الديناميكية السياسية القائمة على النظام البرلماني والانتقال الى نظام رئاسي، كما ان لها مواقف سياسية متشددة ازاء اقليم كردستان، وتتحفظ على التظاهرات الشعبية التي تنطلق كل صيف وتعتبر ان ورائها اطراف دولية.

في المقابل تؤيد الفصائل التابعة الى السيستاني والصدر الاندماج مع قوات الامن العراقية، وليس لديها اهداف سياسية كبيرة في تغيير النظام السياسي القائم، وتقف جنبا الى جنب مع التظاهرات الشعبية المطالبة بتوفير الخدمات.

مع هذه الاختلافات الكبيرة، فان دمجها مع بعض يبدو مستحيلا، كيف يمكن لعنصر في فصيل مسلح مثل “سرايا السلام” تطبيق ما يمليه عليه مسؤوله الاعلى مثلا من فصيل “عصائب اهل الحق”، ومعلوم ان كلا الفصيلين متخاصمين وصلت الى درجة الاشتباكات المسلحة في السابق.

ان الدعوات المحلية والدولية لدمج قوات “الحشد الشعبي” مع قوات الامن العراقية غير منطقية، ولن تتحقق على المدى القصير والمتوسط، اذ ان ظروف تأسيسها وخلافاتها واهدافها تحول دون تطبيق ذلك، واحد اكثر القرارات المهمة التي اتخذتها الحكومة لضمان ولاء الحشد واخضاعه للقوانين كان قرار صرف مرتباتهم من الحكومة خلال موازنة 2019، وان استمرار الحكومة ذلك خلال السنوات المقبلة سيجعلها اكثر قوة ونفوذا على الحشد ما يسهل مهمة البحث عن سيناريوهات لتحديد مصير هذه القوات.
