صالح والكاظمي والحلبوسي: الديناميكية السياسية جلبت ثلاث رئاسات غير موثوقة لإيران

للمرة الاولى بعد العام 2003 يدير ثلاث اشخاص غير مفضلين وموثوقين لأيران كل الرئاسات الثلاثة في العراق،رئيس الجمهورية، ورئيس الوزراء، ورئيس البرلمان، ليعكس ذلك نجاح المشاعر القومية العراقية على الاجندات الخارجية.

الاسبوع الماضي تم انتخاب مصطفى الكاظمي رئيسا للوزراء بعد احداث دراماتيكية شهدها العراق على مدى الاشهر الستة الماضية بعد اندلاع الاحتجاجات المناهضة للحكومة، واستقالة رئيس الوزراء الضعيف عادل عبد المهدي.

ولم يكن احد يتوقع ان يتم انتخاب الكاظمي لهذا المنصب الذي تعتبره القوى الشيعية وخصوصا القريبة من ايران مركز قوتها الفعلي في العملية السياسية، وغالبا ما كان اختيار المرشح لمنصب رئيس الوزراء يمر عبر طهران اولا، ولكن الوضع تغير كثيرا هذه المرة، ليعكس مدى تراجع نفوذ ايران في العراق.

قبل ثلاثة اشهر كان الكاظمي متهما من قبل الاحزاب والمجموعات المسلحة المقربة من ايران التي تسيطر على الحكومة بشكل محكم، بالتورط في مقتل كل من قائد فيلق القدس الايراني قاسم سليماني ونائب رئيس هيئة “الحشد الشعبي” ابو مهدي المهندس الذي قتلها بقصف اميركي داخل مطار بغداد.

ولكن الاحتجاجات الشعبية التي هزت العملية السياسية وهددت الاحزاب الشيعية بضياع نفوذها للحكم، غيرت من المعادلة السياسية كثيرا، لتضطر الى تقديم تنازلات نادرة اجبرتهم على القبول بالكاظمي المعروف بصداقته للولايات المتحدة، لمنصب رئيس الوزراء، وهو الرجل الذي لا ينتمي الى هذه الاحزاب مطلقا، ويدير جهاز المخابرات منذ سنوات.

وما جرى الاسبوع الماضي يمثل انتصارا للفريق السياسي الذي يؤمن بالمشاعر القومية العراقية، ويرفض التدخلات الايرانية في البلاد، وكان هذا الفريق خسر جولة المنافسة خلال تشكيل الحكومة في العام 2018، عندما منح المنصب لرئيس الوزراء عادل عبد المهدي الذي اظهر رغم استقلاليته الحزبية، ميلا نحو ايران، واخذ البلاد في خلاف مع الغريم التقليدي الولايات المتحدة.

بعد الانتصار على داعش في العام 2017 تنامت الروح القومية لدى العراقيين بشكل كبير، وانعكس ذلك على الانتخابات التي جرت بعد اشهر في العام 2018، وانقسمت حينها الاحزاب الى فريقين، الاول الفريق المناهض لتدخلات ايران وهو تحالف “الاصلاح” وضم رئيس الجمهورية برهم صالح والزعيم الشيعي مقتدى الصدر ورئيس الوزراء السابق حيدر العبادي واياد علاوي واسامة النجيفي.

اما الفريق الثاني القريب من ايران وهو تحالف “البناء” كان يضم المجموعات المسلحة القريبة من ايران برئاسة هادي العامري، ورئيس الوزراء الاسبق نوري المالكي، والحزب الديموقراطي الكردستاني برئاسة مسعود بارزاني.

بينما كان يستعد تحالف الاصلاح انذاك لتسمية حيدر العبادي رئيسا للوزراء، نجحت ايران في شق صف التحالف، وجلبت عبد المهدي لرئاسة الوزراء، وكان ذلك سببا وراء انهيار الفريق السياسي الوطني العراقي على مدى اشهر حتى اندلاع التظاهرات التي اعادت الامور الى نصابها.

وبينما دعمت القوى السياسية في تحالف الاصلاح التظاهرات بشدة ورفضت قتل المتظاهرين، كان تحالف “البناء” ضد التظاهرات، ورجحت كفة “الاصلاح” عندما تدخل المرجع الشيعي الاعلى علي السيستاني واجبر عبد المهدي الاستقالة من منصبه، ليمثل ذلك اقوى ضربة يوجهها التيار الوطني العراقي لأيران.

فشلت الاحزاب الشيعية في تقديم مرشح جديد لرئاسة الوزراء خلفا لعبد المهدي، بعد ان تساقط عشرات المرشحين امام غضب الجماهير، والعامل المهم في ذلك كان رئيس الجمهورية برهم صالح الذي لعب دورا محوريا في منع وصول هؤلاء المرشحين للمنصب واصبح ممثلا عن المتظاهرين في المشهد السياسي، اذ ان الدستور يشترط موافقة رئيس الجمهورية على المرشح اولا.

دخل الرئيس في مجازفة سياسية خطيرة، ورفض ترشيح كل من اسعد العيداني ومحمد شياع السوداني وقصي السهيل وثلاثتهم اصدقاء لأيران، بسبب ذلك تعرض صالح لأنتقادات شديدة، بل ان المجموعات الشيعية المسلحة هددته بشكل مباشر، وارسلت طائرة درون الى قصر الرئاسة.

وخلال سفر الرئيس للمشاركة في مؤتمر دافوس، حذرته هذه المجموعات من لقاء الرئيس الاميركي دونالد ترامب، لكن صالح التقى بترامب في نهاية المطاف

في المقابل بادر صالح لترشيح كل من محمد توفيق علاوي وعدنان الزرفي لكنه الاحزاب الشيعية منعت وصولهم الى المنصب، في النهاية اقترح الرئيس ترشيح مصطفى الكاظمي، وافقت الاحزاب الشيعية القريبة من ايران لخشيتها من وصول الزرفي الى المنصب الذي يعتبر شخصا متصلبا ازاء ايران والمعروف بصداقته الوثيقة مع الولايات المتحدة.

اما رئيس البرلمان محمد الحلبوسي الذي حصل على منصبه بعد انتخابات 2018 ضمن تحالف “البناء” برئاسة هادي العامري، كان في وقتها انجازا لأيران التي جلبت مرشحا سنيا صديق لهذه المنصب المؤثر، ولكن الحلبوسي السياسي الشاب الطموح التف على حزبه “الحل” واتخذ اداءا سياسيا جديدا بعد الاحتجاجات جعلته ضمن التيار الوطني الرافض للنفوذ الايراني.

ولعب الحلبوسي دورا مهما في تمرير حكومة الكاظمي، وقبلها ساهم في رفض مطالبات الاحزاب الشيعية القريبة من ايران بسحب القوات الاميركية من البلاد، وبسبب ذلك تم اتهامه ايضا من هذه الاحزاب بالولاء للولايات المتحدة.

عند النظر الى الاطراف التي دعمت الكاظمي وهي كل من رئيس الجمهورية برهم صالح، وزعيم التيار الصدري مقتدى الصدر، ورئيس الوزراء الاسبق حيدر العبادي ومعه زميله في تحالف “النصر” عدنان الزرفي، وبموافقة من السيستاني، فان التيار القومي العراقي حقق نجاحا نادرا.

كان لافتا اول قرار اتخذته الحكومة الجديدة، اعادة الاعتبار الى الجنرال المشهور بين العراقيين عبد الوهاب الساعدي عبر اعادته الى جهاز مكافحة الارهاب رئيسا له، بعد ان جرده عبد المهدي من منصبه، الساعدي الذي كان رمزا للوحدة الوطنية خلال الحرب على داعش، كانت اقالته احد اسباب اثارة احتجاجات تشرين في البلاد.

اليوم، وللمرة الاولى اصبحت المناصب السياسية العليا في البلاد، رئاسة الجمهورية ورئاسة الوزراء ورئاسة البرلمان يقودها سياسيون ليسوا مفضلين لدى ايران، ويدعمون تحالف العراق مع الولايات المتحدة، واقامة علاقات متوازنة مع ايران.
